I hit record and as soon as you see it it's all yours Madam chair have any questions before we get started at 3 p.m. with the budget committee meeting today we all are all prepared Janine do you have everything you need am I still on mute I'm on mute and I was pulling up the budget materials in the background and I couldn't find back my way to the screen to unmute myself yes I hope I have what I need I will wing it and when I get in trouble I will toss the ball to somebody else using that's been successful so that are budge committee liaison is able to Resource either the principal or the superintendent the business manager or any other board members going to be a little bit out of our element here because typically weave control the zoom meeting and it's been able to work really well by the way we have done that I don't know that they are that they would be willing to allow us to resume or assume the host responsibilities but if they would that would make it a lot easier for us so we can ask them and just request that for example principal Dion be taken off mute so she can respond to a question they have right right if they give us the bill the host then we can we can take care of that and navigated very well what we've done is we've asked people who want to comment to either type it in the chat or razor virtual hand we limited the chat Abby but he's so that it's not being broadcast to every single participant which creates a whole set of difficulties as you can probably imagine it just sort of create chaos is what it does so if they're willing to let us take the host thing I can certainly do that I've done that one two three four times already and it's been very successful the can articulate back to them and we'll figure out when we get there we'll have that getting off the ground discussion with them to prior to getting started the other side of Scott to share his screen so he can pull up the documents that we might be needing to talk through at the same time and they can let him share the screen as well but it just seems to go smoother when we have a little bit more involvement with managing the the meeting is there a 2000 Jimmy what I've done for to you can be reading your notes and make making your comments and just I'll be just the one pushing the button moving things around now I cannot are you able to put your cursor over to be talking about. people know where we are in that document perfect highlighting cells occasion great any other comments or questions for public hearing preparation is there anything that the rest of us can do to help or support I mean we're just pretty faces but whatever questions might come up in case you might additional insights that met Jeanine might not be fully prepared for I have all the confidence in the world that she's fully prepared but sometimes people ask a question in a way that throws you for a for a twist now you just got a really tuned in to what the question really is I can see that happening maybe with some of the things like this facilities committee or something or Janine doesn't sit on that committee but like saying naked I could do so and I thank the many opportunities that we have this is our normal we sit in the front row and sometimes were very verbal and sometimes we're just there at the place read the budget committee as a just-in-case somewhere there to support our budget and where they're in case they have any need for us I will say the concept of being tuned in knowing what's come could be really helpful and this is always in my mind and opportunity to showcase the strengths and relationship that we have with central office and using our professionals and their expertise to respond quite often is the easiest and most direct way for anything that really does need that level of discussion so I like to remind Janine go ahead do not be do not feel like you have to pee everything and I know historically we've had different Representatives who's managed this hearing in different ways but go ahead resource the SAU resource the board whatever you need in order to get the job done the only thing that I would ask a seasoned veteran she knows all that the only thing in my egg is I think I've got it right that it's the chair of budget committee who is really running this it's not the moderator it's not the school board chair it's a charitable committee and and hopefully maybe if we finish soon enough there can be conversation I'm but I'm hopeful that we're not going to entertain questions that do not relate to the budget like for example I don't want I don't want him to allow folks to say well I think that the school out of 5 days a week tomorrow you know what we're here to talk about the budget that's what this meeting is for if you have questions about the budget will happily entertain it otherwise you'll send your email to the school board or to the principal or to the super and this is not the place or the form for you to be able to do that and I don't want to have that yeah and I think that's where we're at but I do think having a new representative after three or four years of having a different one change the Dynamics I just want the board to be prepared that it will be a slightly different but I agree with next Janine's seen enough of the the rodeo to be able to ride the horse and I was just looking I hadn't looked specifically at handout I had my book and my notes with me and the numbers seem to have changed at the bottom from when the last time we discussed in the first time I had it up in my bag 2.4% with a to 10734 increase dollar-wise and now it's 288 6:33 and it's at 3370 they'll notice that Scott you went away in on that we're talking about line 275 on the handout if I if I run the Excel through the grand total gym or they trust fund balance right commuted bud 275 750 just under total transfers the grandchild reserving expandable trust because we are putting those out of Taxation not out of the Surplus at the end of the year so I needed to add those in like out that whenever he did the shape everybody else takes him in a surplus so I can't put them in there but don't they have to it to the budget committee I got to find that one we handed them cuz I made all the whip before I have the original budget in front of me and before the budget committee meeting when I said the budget to them I went through the one that Scott had in the drive because that's a farm when we discuss the Spanish position and removing some of the until then I wrote all the new numbers in to present to the budget committee and the bottom line was 884 884-3398 for an increase of 210 7:34 which is Plus 2.4% and that's not what I'm looking at and that makes me a little nervous can you play yes yes it does it makes me a little nervous to when you go into the drive and look at the Chesterfield School administrators budget overview which was edited by Cher and Dionne today it says 2.4 / right okay so I'm not crazy you have those numbers to Nick and I are going to drive that's a pretty big difference we got a good thing we're having this meeting can you tell me where the drive-in is Nick okay I section by section and comparing my original notes with this hand out and so far I haven't found any crazy differences and I'm down to Old TPT right now and that the same the budget overview in the drive the total is 8843398 is that what you have yes that's what's on Sharon stuff admin budget overview yes and 301 School Board services on the handout it is 4.2% increase in our books it was 2.8% the changes 985 and now its 4 185 Santa know what that what happened there it's minor but it's all its services if you buy annual Gatsby okay Natchez yeah the admin budget is double that Spa I bet salary increase you talk about but well maybe not maybe I change the percent I don't know that's exactly the same on the public hearing handguns interfere okay I didn't change the percent in my notes budget committee what I'm looking at I think in the building section was at the time we had the discussion with the budget committee it was down 2.1 and here it's 1.5 not the total amount of what the total dollar amount what is 4463000 656 the difference is that on your overview you are looking at the discrepancy for letting the percentage budget that you are looking at on your overview sheet was the approved and actual budget for 2020-21 and budget on the public hearing is what was presented at the public hearing at damocle last year before all the changes so that doesn't include things like the last contract any of the monies that were capital reserve Expendable trust stuff like that turn on Nishi it does show the overview shows that he has a complete much of 8 million 630 mm 664 public hearing hand down its 8 million 55366 three so that's why the percentage on your public hearing hand on his higher because what you see on a public hearing handout I have to put in what we showed last year but the budget was actually higher because they approved all those other Warren articles and that's what shown on your overdue she so therein lies your difference are you going to be able to explain that as thoroughly and briefly as you just did if it comes up, I have absolutely no idea what you just said all I say and it but I think it is definitely a b a statement the way these forms are set up and I didn't create these just we have our proposed Rodger is the far right column on the public hearing handout right right next year and there's going to be worn articles and changes right that are made after we create the public hearing Handa so next year I'm just going to take exactly what we showed them right now and move it to the next column without any changes and then I'm going to put it in next year's budget in the column that it was it too far left columns I'll take the budget not touched and put it in for the 2020-21 actuals and then I'll fill in the budget as it was so they the way they want it compared to the way it's always been done is how I was born on but things change our budget didn't end up being the smaller in the hand actual budget has on the overview get it what is the way they saw it with a warn article separate at the bottom now when this column goes to next year and we make it an actual it'll show all those numbers and it'll be the 8632 that use the enemy I don't know why they do it that way but I'm thinking about changing all these and stay the night in the next year but I'll probably get a lot of pushback not for muscle does the 121 on the overview does the total for 2021 on the overview is with all the warrant articles added in but the one on this sheet was the actual budget independent of all those War articles that was passed correct cost for regular and probably going to be higher because those monies weren't you know those were added into the regular so that's okay okay I think I understand and if I don't know just pretend it's less confusing for people but what I can say go back and I double check so I take this year's Budget on the overview I'll take last year's budget call him and then I'll add in all the warrants that we're passing verify yep that's the number that's how we got from what we show them to water actual budget is this year make sure that all adds up okay I think I understand thank you numbers are not my thing shockingly other comments on that robbed you have anything to add to that no I don't accept Scott how easily can you get last year's warrant accessible in case this question comes up so that we can help them see those changes and not just try to picture that we have the 85 53663 we added $60,000 for those warrants and then another 18,000 for 91 for that warrant I guess I got it right now run all right so hang on I'm just trying to give you access so that you can pull it up on on this screen so everybody here sees it and understand it looks I didn't mean share myself Lee I know just pulling up in the folder all right can we all see yep now we can look at the public hearing here now and you see the bottom line for last year was 855-3663 that's what we showed right here yeah that's in the public that's in the public hearing handout for this year that number in the budget overview includes not only that number but the 50000 from article 3 the 10,000 from Article 4 and in the 18491 comes out to 8 million 6:30 to 1:54 and if you look at your budget overview that should be number you see that yeah so the explanation makes perfect sense let's have that document ready in case that question or when that question comes up do you need any other questions good cats glad we had that conversation and we can Russian I have I was looking at the hand out again I will now I got to find it again let it go when you show can you explain to me and dummy terms when you show the property tax impact cuz that's really what people care about and now I can't find it where is it and it says that the budget increases 3.37 and that school property tax increase is 543 4th which is 7.71% so where how does that number become so much bigger than that number Wyatt why is this stage right you're on page 7 yeah right on that page if you go up to the revenues yeah you'll notice that our revenues have decreased look at newham radical 8 in particular yeah I know that's the that's the most significant one there and that is a result of last biennial budget the last by ennio budget from the state where they had surplus funds that they divvied out to all district for 2 years those funds are no longer there oh okay so that's why I see it -3 in the little over 3% but your property tax is nearly 8% that's why that is it does die I don't know how else to put it delicately you know it's just the game a little bit of cake and then they took it away Harrisville didn't get any of that Surplus money so but are actually sit in but every other district is significantly impacted not just in sau29 but throughout the state Afghan so what it'll be important for people to do is to as these legislations are going through their process there are certainly efforts to try to minimize that impact and so folks need to jump on board with those different pieces of lead galatian in support of it so that it's saved the local taxpayer in the long run gotcha thank you sorry Skyler Thunder again Rob.
