okay we are now recording the April meeting of the Harrisville school board and with that I will turn it over to board chair Eric Anderson to order at 4:03 p.m. first thing we need to do is to have an approval of minutes from March 9th 2020 special March 10th special and non-public and March 16th regular 20/20 stop motion animation to Tiffany's minutes is correct and the other discussion Holland Taylor can we do at the college was a McQueen do you have to do a roll call Eric Anderson Eye tell the next song has bills and manifest not really sure how that goes so we should be set up like a plan that people to sign I'm going to kinor what's the weather people doing I guess the question that I would ask so Scott is gay I recommend that you table this till we get down to the new business if that's okay with you about to say that right now you looking I thought you were here on Business Report what town is after the next stop we go over our financial report all right I'll make a motion to accept the financial report Eric Anderson 600 discussion God all right so this month's financial report I'm going to go ahead and go to pull it up on my screen and then I'll share my screen so I can go to through together at the same time yeah that usually works pretty well now you should be able to see what I see all right please change this month in the financial report is that we are looking a little bit better with the revenues and that's just due to the tuition numbers continue to come in already above what we expected for the Year by $3,750 and we still haven't received some money from the SIU 93 which I with their business manager or business administrator this week and she's going to get that 88000 something dollar check to us shortly so we're doing really well there as we scroll down who are expenses you're going to notice that there is very little change it was a slight increase in school board Services it was just a little bit more in the legal costs in school Services line but not enough to offset the increase in Revenue which leaves us with a net available of $12,772 deficit projected the end of the year versus 14822 so we're moving in the right direction right I would Francis also with the fact that we are going to be hopefully see at least an 8% discount in our tuition Transportation Transportation line for the rest of the year we are still paying first you are contracted rate but they are they are giving it has a break of almost 10% for fuel savings that they are incurring by not having to run all the routes they are still helping and assisting us with deliveries when necessary we should also be seeing savings and other more generic line items like electricity he so I would expect to see some some additional savings is far as Staffing goes everybody is still working special land cost those are all of our students have IEPs that require mandated services and they are still getting though sir I'll be at their remote and not in person now so do you and you're not going to see the saving some might expect through special ed services because we are stored mandated to provide those and we're providing them remotely are we work with special at the special director to make sure on a student by student basis every service that they were getting is still being provided the only instance this production and cost is if there is students that are no being transported the one-on-one transportation we are not going to be paying that during the shutdown Cape Air Conditioning to accept Financial finance report I'm already second this is your vote you just saying hi in Greek take me to excellent trying to tell Sarah I'm trying to find the mute button all the new businesses that the Plan update for you okay Spinners are busing beds have come back that bidding. Closed we had originally been excited that we had five minutes one of which was sta one of the larger National companies unfortunately with the Hulk open 19th inning and school shutting down three of the companies chose not to bid with sta being one of them with all the uncertainty they did not want to take on renew obligations at this time of the two that did Ben first student includes out on the Mustang it's like cuz that's I can't say it but the smaller one from Massachusetts well received one was an increase of 18% over last year which is 12% less than we've budgeted and one was depending on District between 50 and 60% increase so it does look like there is a going to be a clear winner the contracts are being finalized now the verbiage one of the issues that we had or some of the issues that we had with the previous contract was if we had an issue with service to pay for five buses and they only had four buses were wage if service was not what we paying for we had no real mechanism to recoup those are the new contract has verbiage that allows us to financially wise the provider if if they don't provide the number of phosphorus we agreed upon him in many other situations as well, another Improvement is the age of the buses will be much newer so the the bus is breaking down will hopefully be reduced by having new equipment in service another major issue with getting enough buses for some of the district's was they just didn't have enough drivers and this kind of poison to what I think is the main driver for the 18% increase versus last year because they have renegotiated with the Teamsters Union to provide $4 more an hour her driver they've also started providing benefits that they didn't give you sleep provide all in an attempt to get more to attract more drivers remedy. Issue of just not having enough drivers to run all the route so you know there is a lot of things in place that will eliminate reduce the issues that the district suffered over the last year to year but then again that's going to come with a cost of about an 18% increase 7 + 30% yeah 30% one of the things that we knew when we were putting this together was the consultant and the pope and putting the RFP together said that wow I think that a lot of your districts have been really underpaying and you know I would prepare which is why we budgeted for 30 and the fact that it's coming in under what we budgeted is a good thing and then the work that they're doing with a con got to make sure there are performance standards that are being met or financial liability to the company for not meeting those performance standards in the quality of equipment is much better as well the average age of their Fleet cannot exceed five years old and that's for all the districts and no bus older than 10 can be used we're going to have three cameras on every bus now and they're going to have the ability to be will be able to find out where all the buses are through the GPS tracking as well I know they going to have Wi-Fi or Bluetooth on the bus for the students who are still alive could I be able to do homework on the back so their wording a haven't actually looked at that exact thing in the new revised the draft but the previous one was they would have a but we used to call it Cigarette Outlet 12-volt adapter I guess so that individual districts could plug in a mobile hotspot but that way we weren't other districts have a lot of Passenger couldn't afford it we're going to be paying for mobile Hotspots for just gives you the opportunity to go ahead and purchase one yourself so I just want to pause for a quick second because I see that we have a caller on on the meeting as well Melody is that you that's me to call Amazon parrot kicked out on the video can you I'm sorry Jennifer okay thanks just checking to make sure I knew who we had on there I'm sorry carry on is there any questions that is it still first student or is that the other company car has a lower bid by 2% do they have new management fault and took over I think in the fall and then his the person hearing did district-wide manager was replaced this spring David Fairweather I believe his last name and he is working really hard to work with me and Tim an update is on every step that they're taking to improve service and Dino address our concerns so he's been working really hard on that already asked questions now we going to what seems like a huge my new business approved school board meeting calendar yep we put we put the calendar for next school year together so that you could look at that and approve that at this time so that we don't have to pull you back just to do that type of an action word is trying do some of our summer maintenance so that's a motion Claire to approve it L&L discussion all in favor say aye 20 starting time school starting time Kate is that you so I would be happy to share with everyone the results of the school start time survey that I sent out I have a number of conclusions so just bear with me and if you'd like me to repeat the information Jen I'd be happy to do so 235 adults responded to our survey and this represents 82% of our total respondents were asked to provide feedback about how an adjustment to Harrisville start end times would likely impact their families and the survey was open for two weeks and available only in electronic form at this point staff have not been surveyed let's see here looking at the results parents and Guardians were asked what kind of impact that would have on their morning and 14 individual responded that it would have a negative impact on their morning such a negative impact on sleep routines. Concerns and availability for their to be able to learn in the morning 5 comments were positive and 12 or indifferent I then asked what kind of impact and afternoon shifts earlier dismissal time would have on families 15 individuals that it would have a negative impact on their families such as having to adjust work schedule Child Care concerns additional expenses for families for after school care lack of bus stop supervision and impact on sleep routines three individuals responded that it would have a positive impact on families such as additional family time and additional travel time to arrive at extra activities in other towns and 11 individuals would be supportive either way we asked families what time you think elementary school should start three 7% said it should begin between 7:30 and 8 a.m. 28.6 indicated that school start time at Harrisville should begin between 8:01 and 8:30 and 34 / responded that it should root begin between 8:31 and 9 a.m. I asked families if the times changed in the morning would you likely need before school care 71% no 28% said maybe and no one responded yet if the time change in the afternoon would you likely need after-school care 62.9% of the respondents said yes they would need before school care at excuse me after school care 22 said maybe and 14% said no any questions about those that survey or how I could clarify and how the school board drop some connections I think it's I think it's a good to go with it because I think it's a good idea that children learn earlier in the morning it's just that mine shift this really hate no compelling evidence from that survey that we should move to an earlier start time well I think that it was across-the-board I mean really about 37% said that that would be an appropriate start time as we began between 7:30 and 8 but then you have about 30% who said eight 8:30 and 30% 8:30 tonight it was really split across the board however if you look at the David said about 60% of folks bleed after 8 will be appropriate at Harrisville and there were a number of individuals who felt this would have a negative impact on School start school start time shift would have a negative impact on their families in some way but I guess I'm just no pressure and what time are they thing for like white currently with a bus company what time is it going to look like it's going to start next year I guess I don't remember exactly what the time was for Harrisville about an hour before our typical times around 7:50 which would mean first pickup time would be around 7 15 correct me if I'm wrong Daddy I think that they look it up Wells Memorial the first pick up for the members that it's going to require and Scott correct me if you've had different conversations since then but will require some of the Elementary and high school middle school kids to ride together on the bus and the first pick up a Visa 17 and the time it arrived at Wells at 7:50 doesn't mean you have to start at 7:50 bucks that's when you would arrive anything different Scott and there is I mean it doesn't seem like there's a 90% of the people are against that it's like I could see one thing but I don't know how her bra we've done with the start time thing I think it's just going to be something that we got to go with it this point cuz the overwhelming research Elementary School was pretty inconclusive but the the middle and high school was overwhelming the other way so I take it you know not that it's the best thing for some people but it's it was never going to be good for everyone so it's again it always has what's that it's clearly better for the students so I think the research is pretty clear on that for my opinion I mean I understand I'm sure I could be difficult for some parents but on the other side is going to be parents were going to be thrilled by earlier start time so that's kind of what I did but you really didn't get the negative feedback. thought you'd get no I ain't you know I got a cross section of a comments and it was I appreciate all the feedback I did receive but in people raise some good points and some things were going to have to think about am I the good news is that you're not having to run night before school care and just if it fits doesn't look like people will need or want that that will be a really helpful to you and really creating robots after school program you not have to have it. cataclean before and after absolutely does it take time to change in you move forward by the end of the first year pick a point where do we need to make a motion to accept the new start time or what do we what's the so go ahead and I guess I'll make a motion to accept the the new start time based on the new bus schedule for the fall of 2028 sounds good any other discussion in reverse par for the course until I say I heard that's our next day non-instructional day Personnel procedure review update action as it looks like there's a bunch of them are we doing while I was going to attack those I would like to attack those people who are committee so it looks to me that there are a lot of updating policies that that. the old one 200x and cheese we need to resend that and it's now becomes JH 2020 2024 education hardship need to resend and Escape jec and we need to approve jlcd administration of maids with the reading on that and it's ready for approval mjoc student health we need to approve that j a r t h I am drugs and alcohol that's ready for approval as well and DS9 time and efforts we need to prove that one daf conflict-of-interest ready for approval jfab edition of non-resident students I think that's ready for the proof of the swell m504 3 we need to update the lettering on it non-instructional day Personnel policy update the lettering but I think the actual things are policies so good, right I think you're at it I think I'll see what's on the agenda pretty much is what needs to happen during your drive all of them the name of that according to my boots so should I just summarize clear what I thought I heard you say and I'm just going to follow down the agenda you were moving to approve the updated policy 5043 the non-instructional day Personnel you were looking to approve be updated admission of non-resident student policy jfa to improve the conflict of interest in mandatory disclosure policy daf - 5 to approve the time and effort report report milversite first reading I'm sorry reporting oversight policy daf 9 you were looking to approve the drug and alcohol use by student policy j i c h e r crew Student Health Service policy jalc you're looking to approve the administering medication to students policy jlc correct looking to screw educational hardship policy jec and rescind policy 2024 also educational hardship j e c I think it's already been approved it's just that we didn't resend 24in policy 2024 and Rochelle policy 2020 policy as it has already been replaced by Paula cjh I will second a motion what app I was just I was just trying to clarify the motion that Claire I thought they heard Claire site 43 Scott needs that to be true time is innocent as it is. Was that okay cuz that's the one before the pre and post after school but did you want to change the procedure at all or keep the hourly rate of pay the same cuz that's the one that has that 50/50 43 is the policy that's for non-instructional personnel and that's what governs the site coordinator and program leaders who used for he's going to suggest any changes I will be the program director for the after-school program as an individual contract is that well I could call Missy at the rites of the procedure that goes with 5043 the site coordinator making $16 per hour program leaders $12 per hour and Club directors $35 per day with co-curricular contract I'm sitting at the teachers Kate that might volunteer to do run a club your mics off can you just take that last hourly rate for the heater for directors the $35 per day with a co-curricular Skype and I think that's the you know like when your teachers are in the club my dad doesn't align with what we have outlined in our budget ya might not want to be today but that's just why I bring it up cuz I'm not sure we're ready and the other thing is we should be turning the letters that didn't come up and I'll policy committee talk about that one we have to still work on that one we might want to see Scott to have it done today could I ask a question about the jfab just want to Scott did we need to take a look at tuition rates for the 2021 School and does that also include esy or any financial hardship language that's up to the board if they would like to change the tuition rate I have a feeling that we didn't put the Jewish in right on that because it changes most years but I stand with two Donuts it is on there and that's another one we didn't do it committee either those are ones that NJ put on because typically in May or June we have them on the agenda I don't know if lash I think we did it earlier cuz it was a question but that's not one we didn't commit either choosing that makes more sense of time to talk about a lot of this with K2 that you're not going to approve yes that's policy 5043 and policy jfab those are being amended in the motion to not be included in the motion thank you direct me to do so. All right I thought I heard Henderson Logan all right so thank you guys for all that work again and that's that's really lots of it easiest work to do stuff looks like our general New World me that I need to get all that stuff done now is that what I'm assuming that you are assuming correct so will you here last year Claritin you did this at the end of the year bye. we we authorize Rob at the superintendent's office that they do things cuz we're not there in summer generally but considering where we are right now is probably good idea to start a right now and go from there so is it are we allowed to give all kind of been one big swoop or we have to do it individually I think you can do L&M together and then I think we need to do and an O and P separately all right so I'll make a moat do you authorize the superintendent to expand the budget and do higher and accept resignations I second that what we do in the Summers anyway so considering the situation when I think it's a good idea so how about I Eric Anderson appointment of school district attorney position antenna topper do you guys have those front of me your attorney is Upton & Hatfield Dr Lauren Nia Mela attendance officer is Michael Wilder so I make a motion to appoint the attorney up and have filled the position is Laura Imola and attendance officer has Michael Wilder and I second that the same we had forever so yes okay my mic song had to stop writing we would like to do is very similar to what we do every summer where the board votes to allow one or all members to sign the Manifest over the not needing every board member signature but instead of having a board member come into the SAU office what we have done is there is a shared drive a Google that I have why did you all to this has all of the Manifest in what the processes were doing with all the other districts now is I will post when they're all the normal meeting. every month so that the entire board can review them if you have any questions any of you can reach out to me and I will personally answer those questions once you all reviewed any questions are answered I just need one of you or whoever you vote to have the authority to do so to print them out sign the cover page is where you would normally signed and scan them back in and email them to me they're just just a cover pages are all 224 sheets to sign and scan back into me and I will keep that on file here and checks for you doing everything we just charging the postage but where at where the treasure is don't have to touch it mail it out we do everything here to keep people safe as possible I like that.
