that we're good yeah it would just need that one more signature we're going to do our best okay let's move onto reports financial report mr. business manager take it away if you want to make a motion to accept my report I will begin I make a motion to accept the finance report for January 11th 2000 change the date on that 2021 you need a second a second okay any discussion all right so we'll start at the bottom and we'll see the obvious change from last month we had an overall projected surplus of $384,806 this month it is 154000 and $8 we will get there how we result happened in just a moment I'd like to speak to this as a line by line item our revenues projected on the same track as they were last what does nothing new scroll down copper fridge so there's no projected change in our revenues at this time nothing that I will wear off that's going to to not me exceed the budget so there's nothing really to talk about there when we get down into our expenses this is where the big changes happened we are still currently projecting a 68800 5 Dollar Surplus in regular instruction however the $204,000 Surplus shown last month has been decreased will $43,743 syrup remember at the beginning of the year we questioned the size of this yes I went with the business office and King High School building and we look through are we we pulled up the reports and look through the entire tuition report in the numbers matched what I had we could not find any discrepancies so last month near the end of the month prior to sending out the first wishon bill the business office holding your report for a tuition and Roman at Keene high school and the numbers have changed is what we've actually budgeted I mean cuz we had budgeted properly so that let us the question will how did this happen why why is the numbers that we expected showing up now originally in a Wii new it's going to be some change from budget due to covid-19 in the increase in students going to either homeschooling or private school but we all knew that these numbers were much larger than that in. when the original tuition report was pulled at the end of September the incoming Freshman Class had been entered into the ER report software without identifiers marking them is a tuition student from at from another District so when we myself in the business office pull those were it's pulled by what are the I guess one of the Frameworks for filters that we use as we're looking for tuition student so if those students were entered into the system is tuition they would show up as king students about its tuition student so we wouldn't see them on the rolls so I noticed it again we don't report that full report until December so when we pulled that report we noticed the discrepancy found out what it happened and it had been entered incorrectly in the end of September they noticed it fix it by the end of October in our subsequent check now they're in the system so that when we pull the report we see them correctly label this Wesleyan tuition students so that being said we are still slightly below projected enrollment so we're still showing a 43743 dollar Surplus in the same one special education that we had projected to be a 60 mm Surplus again because we knew some of these numbers would still be below budget due to people going to home school and or private school the rest of the expenses remain really flat until we get down to the school administrative Services the projected Surplus there's decreased by $2,900 and a big portion of that is the increased cost for internet because we have increased our internet primarily due to the the needs placed on it by remote learning in the hybrid model we just did not have enough bandwidth so our contract allowed us to increase that without extending and or modifying or contract in any way other than just paying for the increasing bandwidth that we were using the other day creator increase or decrease everyone to look at it shows a larger projected deficit and Building Services and $4,400 of that was in our heating line due to power issues with the gas boiler having to purchase more heating oil than we thought and the repair cost with all that all those changes result in a projected surplus of 154000 and 8 I'll be happy to answer any questions so I know Mark had a comment on where we're trying to work through the ether Penang have you guys needed yes it looks like we're going to the other two sticks thousand dollar bills one we will probably see if the other will try to get at least 3500 off that bill so but that's what big hits for sure all right if there's no questions to a roll call on food in the financial report Dean free VI Eddie Cason Kevin Powell Stuart Adams Stephanie Kelly I always got to record Communication still working so not in the business manager budget weren't finalization so that is just at the end of the changes that we made at our budget session is how to proceed forward that's what I'll put together in the public log with the disgust towards okay social action here we already approve that on Saturday so we just need to I make a motion to approve the budget approved in January with the additional non-public topics that we agreed to II second play any discussion on budget and weren't finalization all discussion roll call vote in Stephanie Kelly Stewart say I Stewart to go back and watch the recording of This someday at Saul Stewart Scott all right I've been letting Rob take the lead on a lot of these conversations cuz he's been one Duluth this week yeah so I sent everyone an email on the weekend just to kind of give you the the landscape of what your options are and you know if we have the moderator but he's hungry be here tonight he had other commitments and was not able to be here tonight so that we are able to plan for and move forward accordingly with the with regard to not just the public hearing which coming up on February 5th but also the district meeting which is currently scheduled for March 12th ultimately as I put in that email to everyone the authority on date time and format does lie with the board there are emergency Provisions in which the moderator could say nope we're not going to move forward or we are going to move forward in whatever manner was originally outlined in what we need to do is make a determination at least for the February 5th and potentially for February sorry for March 12th with regard to have what format you would prefer to move forward it's really complicated I think because we're trying to make everything work for both the town side of the business meeting in the school district side of the business meeting where I was the town this year has a pretty significant item up which will be well-attended because folks will be weighing in on that your District budget is actually down and probably we less controversial than it's ever been in since then I've been sitting less controversial show trying to find a one-size-fits-all for both district and for the town meeting at might not I don't know if it's going to be in the best interest of both parties or not it was thrown out there with regard to postponing until May and you know I think I articulated in not email that I sent you what the what do you eat with music Philip for the audio and then voice so we'll have to test that is you have to press star 6 on your phone not yet it still connecting I can see it saying still connecting it's actually got my name that's pretty awesome. You're good so the biggest challenge with postponing is that you would have to delay issuing contracts to your you're professional staff because until you have an approved budget you can't issue them a contract anything can happen during a district meeting probably less likely to happen in Westmorland where there's a significant change to the proposed budget on the floor during the district meeting but it could happen and if you've already issue the contract that you know let's just go with the words a scenario like what happened in Winchester a year ago there's that it's not coming out of personnel and you're going to really impact everything else that is necessary. school so you know what I think that's where we are is we need to make some decisions with regard to February 5th and was with regard to March 12th and be able to Clayton work with both the town and the moderators so that we are doing right by the people who want to vote and make sure that they have the ability to weigh in so all right so I've been in touch with Susan Finnegan who's the chairman of the budget committee we have a meeting tomorrow which was planned prior to this weekend and her and I had discussed this for about 45 minutes as well so I have not talked to Peter Hill specifically happy to reach out to him from what I understand we would be the only district and all the SAU to be delaying our vote so for me that's not an emergency situation for Peter Hill as a moderator make a call on going back to school possibly on the 19th so we're going to have kids and getting educated now we should talk about that as a separate item but we should be able to facilitate one the public hearing wage I don't think I've been to a public hearing where we've had more than 20 people in the room so so Mark what's the what's the gymnasium social distance number is it because Rob's got 50 and possibly 75 we stand with people 6 feet apart in the gym it's about 4500 little under 4500 square feet and if you do the math and have 36 square feet person which would be 6 Speed space we can fit at least a hundred 25 people I think so I had 235 is used to stay on our minutes are not a misfire jendiz I think that was ten high when did the math again today count everything that we measure looked at the numbers we had set listed at 4484 I calculated 4480 square footage but I still think a hundred 25 weeks Robert 475 that's you know definitely it's just that and I don't think would ever have more than 30 people in there for a school district made even we had a hundred we can fit them safely spread out 6 feet School District media liquid we may have had 30 right right the fire department hearing we had a few months ago had about 40-50 maybe right in last year's boat which was Hot Topic was the the data line and the greater we have vote in those items I know Susan supposed to be checking in with with Joanne remember how many people do we have for votes I want to say it was less than 200 110 or something like that or under-25 something like that was a number that kind of has anybody to look at quickly so hypothetically what's your number for the gym mark I would say 125 with confidence for sure yeah I think I think we can say that 258 residents last year's shoes next to me so we had 250 so our idea that soon and I talked about was or we can offer the school first of all I hear is going to be done as a remote session and we can do that in a pub place if people can't have internet they can come in in in the gym we're not going to look like when I see anything on hearing stamp Wiseau earrings for the gym not the town hall and just set it up and do the hearings as play cancel the earrings are on schedule for public hearings February 5th at 7 p.m. so that the up to that point I don't think we have any issues posting a worn on the 25th election officers they may have they may choose to that we don't impact that alright alright then make a delay election meeting day is March 10th that's two months away so tell MTG day is the no that's Army now. eating is the town where the school district meeting would want to change that to 2 sessions make it hold two separate sessions discussion and voting all in the same night break it up and then we have a free sign up kind of a thing if people want to do it then so that's what Susan I talked about so with that we would get right the number of 250 so if the other eight people that showed up last year showed up again marks if we had a spillover group in the cafeteria with a with a presentation screen or Smart Board set them on the rooms or how can we cover if we go over the 250 would be the question on the town meeting with slide board on the side that they were plenty I want to do the presents that there's if there's a concern why we're having any concern on why we're going to delay any of this right we can overcome that we have a hundred and how many kids are showing up to school write so like a hundred 10 kids each day a week and then we're to go back and we're going to be in school during this time I think we can figure out how to get 250 people in and out the listening in boat so tell me today we got to have two sessions and we'll figure that out tomorrow for our annual district meeting which is on the 12th which is a Friday I don't think we need to be we can offer it I suppose well sorry the thing that I am not clear that that would be allowed is to break the one meeting into two because it doesn't now that debate ended up with regard to amending any other warrant articles so meaning if the first group comes in and they are okay with everything and then the second group comes in and wants to Amanda Warren article that first group is just lost out in that discussion what's up with all the parking lot yeah so I think I think though with regard to mark saying 125 in the in the gymnasium is pretty suitable and then you're looking at the cafeteria space and the classrooms you can probably accommodate the 250 right there all at once at and not necessarily need the to session the 125 is truly everybody 6 feet apart right so you know a friend with a family curse don't then there's a couple people that are with each other 125 is probably a conservative number right right. Cuz you got to take people usually in groups of couple at least right is Dennis is the facilitation on the voting which we could set it up so that the voting can occur on the exit of the cafeteria or not I guess they would want to hear the vote Wednesday so so the idea of voting will be a once in a one-way traffic exit the building and then re-enter if you have to come back into the gym somehow anyway Hyundai Gladstone or try to type your question in I tried. type it in Seward answer your cell phone I'll Translate for you hey y'all go ahead and tell me what you were going to say I'll Translate oh wait you know what let me put you on speaker. We have the technology here I go ahead I'm not sure why we're discussing all the school will call their towns. We have one meeting to really decide about our own my feeling is we go forward with it and just social distance we'll be lucky if we have 20 to 30 people voting for offices and all that for the school side if we put that off till May just have our yeah that's true story talking about extending that Dean were you when were you talking about extending the gymnasium for the town meeting should they need it like a larger venue to accommodate so what I want to do is I want to have an answer so that if somebody says I would have to have 250 people show up for school board meeting for the first time and you know 300 years we can answer that and then I'm fully confident that we can handle our annual district meeting if the town meeting doesn't occur our stuff is done it's okay that's my question I can read our thing in town does their thing and do they have to be on the same page or not how much I know Rob thought I Stewart writing but I think there are separate but I just want to make sure cuz Franklin Fairfield we can figure this out we will same thing with that woman move forward so with that said I don't know what if there's any more to discuss under the Warren article and an approval we as a board a recommending so I'll make a motion that we will recommend we continue with the annual district meeting as planned I'll second that more discussion I would amend that motion possibly or question if we should mend it to say that we are continuing as planned with social distancing guidelines just explicit tell me if you feel that's necessary or not we can do it safely right not necessary I don't know that you need that in your motion but certainly in the guidance that would go out to voters you would want to make sure that that was pretty clear. sounds good so let's do a roll call on favor with moving forward with her  district meeting as planned for March CBI Stephanie Kelly it works okay next item on the agenda he's in he's got it too just real quick Dean while you're getting ready for the next item on the agenda yeah I just don't want to I don't want there to be any misconception I'm the only reason I'm on the phone with Stewart is so that we can hear his audio we're not discussing any business on the side or anything like that I just want to be very transparent and you know folks in town now Rod Stewart he's a stand-up guy and hopefully they think the same way we know we just want to make sure that students able to be heard and participate in the meeting so understood thanks for the clarification you try to get corn planted in the playground or something all right, moving on next item on the agenda is report a principal reports thank you guys hear me okay so funny anyway so maybe see it what about the Box delivery in the eating issues and Stern a month but I thought I'd jump right into the big elephant the room before going back to the 19th do we go back hybrid do we go back 4 days powder people show about the school with the staff so first of all I would say I'd want to go back for days I think we can do that safely we have you know classrooms of 6 8 10 12 14 15 2 of 16 and we won't be six feet apart obviously for all those classes just a smaller ones but we do have the the shields they would be over 3 feet apart obviously always in the space but I think what I meant hybrid to Spring there's so many unknowns in the preparation for it made sense and and now I think we have a system down I think we can do it you know safely obviously there's a lot of concern about staff go back in high case numbers but University staff want to go back they want the kids back it's just different levels of concern about people have to quarantine in this class or you know what's going to have as far as everything goes I nurse I know she has concerns but I think everybody even if they have concerns once it comes down to it they will be ready to show up and do their best each day and and make it as safe as possible that's just kind of figured probably the thing we're going to get in to hear you want to talk about am i r nurse has gotten her first vaccine shot I get my first vaccine shot tomorrow afternoon so that'll be kind of a I know cuz as far as the first responder and it's and I'd rather I'd rather give it to one of the other staff members were a higher risk but I can't so part of he's like well even if I'm not a high-risk person is concerned about if I can at least do it to send example and the kids can see that I got my vaccine I'm doing okay and and it's you know if the positive things so hopefully got to be a good encouraging and help everybody feel you know okay this is really happening when you start to know and see people who have had it I think it'll make everybody feel like where they are like the end of the tunnel and soon I'll be getting mine and and I'll feel better about it so I know that's something that's all I got to say about that so the only thing I wanted to have a conversation around was no I look at the data and we did a really good job the beginning of this thing and then I'm a big red yellow green guy when we do visualization you know red is taking action right so we decided at the beginning of this whole thing that when we had certain thresholds just want to make sure we Gatorade have that conversation on what does this where we at today was like 34 something like that the number was or whatever was so it's climbing though and that's what's concerning for me so what's the number on the 19th that says we stay remote so probably more in last week's update been this week you know what I would have been tracking is what direction it's moving and showing that things have been trending in a specific Direction in with regard to the on-site opportunities I'm getting the kids in front of the teachers and being able to get out of the mundane of a remote is incredibly important but maintaining that safety is also really important as well this week when I spoke a little bit more about was not just the physical safety but also the social emotional and psychological well-being and safety of our kids and our staff as well so you know that the Tipping Point for red is 100 that's that's the Tipping Point we haven't been at 100 or below 100 even before we went in the remote but we saw where the trend was going the and was heading uphill and recently we see the trend heading downhill so what I'm suggesting is that we went into remote even after we were in the red and with the direction that things have been heading and it's been looking really good for Westmoreland and in particular with the direction that it's heading it's looking favorable as well to get back into the bill even though as a county we are still in red I have full confidence in Mark and his team they do what they did a really nice job fall in the protocols when we were we did transition back to 4 days so I have I have confidence at that group will step up continue with those protocols and another fine it is an opportunity for us to get back at those kids semblance of normalcy yeah yeah I have faith and I agree with you Brian that's not what I'm concerned about I mean so we've got you know at work using protocols and doing this and then I just want to make sure how do we stress the importance of what's going on at the house do we have people that are going School the school how do you how do you how do you minimize the cross the risk of cross-contamination is something I just want us to be talkin about an understanding so you know the biggest problems we have right now we've got the highest count and we've had Everett where I'm at working and it's all because of what they've done at home right or or things that are going on on the weekends or whatever so I just want us to be conscious of that but but more importantly are we not I just think about a few folks that you know cover of multiple schools I'm not sure if those folks are still doing that or know if everybody's in a bubble the risk is pretty low right but if you got people moving around that's when start to have issues so what are we doing just thinking about that as we go into this next then just ongoing communication for Mark about stressing the importance of doing the daily screen you know being cognizant of your environment being caught is it and what you doing outside the building I don't think you can dismiss the fact that as the as the tax team becomes more available to more Cavalier I'll get with you know what kind of embarking on their own just because they think they're going to had the vaccine soon enough but I think unication from Mark stressing in from missa. Stressing the importance of going back to do it thinking about school like we did back you know X number weeks ago and I'm putting you putting yourself in favorite position so you're not increasing your rest and then increasing the rest of the school community so I didn't communication and we can do that several days in a row just to reinforce that that fact Mark Morgan Dean's question how how many people do you have that come into the building that go into other buildings as well so we have to we share with Chesterfield and one with Marlboro two out of three of like 98 can you hear this or not are you muted Maddie was booted for a second I can hear you guys now Maddie was in the loop for the most part it's their full days at the other school that full day at us some a couple split couple days will be half and half but obviously you have to go into the screening the protocols and they work with Celexa not like you know a ton of students so contract contact tracing would obviously be something we'd be watching them more than others but I agree with you I feel like the school is very safe it's it's going to be a lot of stuff like to be brought in from outside things that happened outside of school and they have no have no contact with kids on certain days because of their role in the bed school psychologist right we might be doing the paperwork and then you have your e l l person write a music teacher at the school psych if he's there so infrequently has the is 10% position so he's mostly at Chesterfield and he might come into a building once a week but again he's still having contact with like the one student who may be evaluating or apple staff members that he had to talk to the same thing for PTO tell at working with only one student at a time usually totally important for for those war in particular to make sure they've completed the screaming every time they walk their set foot in the building that there I'm just showing up and down all yeah I did it at the other place you know we want to make sure that it's done because I didn't write that is your bubble right and then ething that comes into the Bible is additional risk factor so does that answer your question that you were asking initial e d I know that's it that's part of it I mean that's I just want to I don't want us to go into this with our awareness down we got it Sherwood Anderson in the vaccination comment that Brian may also is this cuz Mark got his first vaccine shot that doesn't mean anything you know that I heard somebody you know they recovered after the first one the second one and even after that you know it's no we got to keep awareness up of everybody until everybody gets through this that's I just don't want to lose sight on that right now. Sorry but the fact of the matter is even if we have people coming from other places that controls that you have in place Mark the screen the social distance The Mask wearing the hand sanitizing and wash those are protecting us assume that were coming that everybody's coming in contact with all of those all those germs you know so you would think regardless of that those those controls should be I agree I don't know if that makes you feel any better but that's what you're doing it for Okay so Steve great I'm just worried about the music teachers it's almost over I do like the butcher hat though thank you Prince Kevin just joking you like I'm in the I'm in the public forum everyday you know I work in a in a in a store and I work in a restaurant you know and worry exposed to people on a couch play sisters 16 new cases in Walpole in one day on the town of 29000 people a 2900 people rather you know you're playing the percentages looking at the percentages in controlled environment Southern teachers that were talking about in controlled environment coming into another controlled environment I mean it's just a matter of where we think we should be with regard to kids going back to school you know it's all about exposure and so update the definition of exposure is a certain amount of time in front of some of the last covid-19 amassed on but you know if you're looking at an environment like this that again Marcus keeping keeping the peace there and doing all the right things people wearing masks and all this stuff and then even if someone were to have coconut get covid-19 and bring it into the building I mean the likelihood of mass exposure or whatever is certainly minimize the mean but that's a big what if I don't know I'm not trying to play one side the other I'm just trying to put information put information out there you know I mean to just identify what exposure is how many cases we have in Westland where Dominic cases are keen on vacation consider the other towns around 9 I think you know I'm so first thing data show in Westmoreland we're still good with ignoring control we done good work up to this point don't let it slip your point Kevin above the contact I'm So within speed for how long has 15 minutes which is ridiculous Rob 10 minutes in 10 minutes right using the pre-screening checklist masks and washing don't be freaking touching people and you know and hanging out and licking their lunch box and everything else you discourage that we just want to make sure we bring you the new year we are coming back into let's make sure we don't bring that awareness so back to your point you come back hybrid or full for going to come back I think we were successful with the four full day weeks or full day weeks Oribe warfel days so if you have any more conversation Mark you brought it up I think we're behind you Kevin to your point you know you and I may have the same opinion and I think what what I like about Rob and it is his last one of his last Wilson saying is that there's a bunch of people that have just the opposite thought process right and so we got to just be able to talk through that with them as well and just know I mean I've got some mail today the data says we should be at school all right I mean hey okay I get it just think about it and what's going on around us so Mark you know to talk about the effect that not being able to go to a structured environment and learn in person and be around Piers I feel like that's an easy case to make that kids are missing out on this and that there's a lot of unstructured time you know no matter how much we try to captured his parents and Educators there's so much on structure time and the likelihood that kids are hanging out outside of the house unfortunately a lot of kids are so it may be even safer getting everybody in you know just my two cents good point I know the effect it has on my daughter he knows he's for but you know what she's in school she's a different person when she comes home and I think that's what we all understand why we did it we did right thing by keeping people apart but at some point it's probably advantageous just bring them together and blood we can make a decision and change it to within a minute we have to write and say okay something clearly going wrong here or Lawson ramping up or the other side there's an outbreak or God forbid or whatever you know it was just make that change you got to be like okay let's go right back to remote and get healthy again and then go back into and they just keep doing it keep hammering away at it to eventually I was going to give but I think it's high time Rob yeah I just want to turn on the Beaker and see if I Stuart had anything to say about to school mark your so I don't want you to think that if you didn't have a chance to read it before the meeting that you can ask questions because if you get to it and look at it later and see what the heck does that mean you know I want to make sure that those lines of communication are always open so there you have it superintendent report in 30 seconds hey Indiana Pacers record comedians or I talk to my special that is that filing to run for Ford is that the vacant seats at Stephanie filled W Snelling the seat that stuff filled so that she can officially if she decides she wants to do this continue yeah that's what that is is running for the school that's what bad breath First District filing yes and there's a deadline it would be her seat and Stewart seat is up this year and we are doing voting in the town until later do people still sign up now for this filing time or will that automatically move ahead to the month that is the Boating my understanding is the filing time is still the same now is that Vulcans postpones good thing I've got Stewart on the cell phone so I can brush my teeth right can't make 8 the seat until there's a replacement know I thought it was automatic renewed for 3 more years that isn't as five isn't in the special 3 year spelling filing Gavin will find out so it's so it's so 11 and 25 years war she got to tell her dad that she's interested in come and see me Stephanie and fill out some paperwork if you're going to run for the seat okay I'm what's the deadline February 1st is that right January 29th and the record speed is 25 years maybe I could last a while and right so get your unrestricted to recruitment ad oh boy Kevin go commit yourself Kevin what do we do we know just think about who might be interested in so bored just talk and let people know that there's a seat open right that's what we got to do and then they should be contacting Deb for how to take the next step correct scavenger information no please don't call me at school that's why I have all the paperwork what has it ever happens has it ever happened that all of the seats weren't filled have there any have there ever been a vacancy because people weren't volunteering to run Ryan do for her participation with a calendar committee not asking anyone to take action at this point in time but just to give you a first glimpse of it so that will we will be able to take action in February if have questions about it not necessarily tonight if you do that's fine too but Mark's going to go back over that calendar with his his staff just to make sure that they had eyes on it and we didn't forget door look something that might be important with regard to the Westmoreland School yes AZ was really good the way that the way we started the process off just so you're aware is that we had to when we first met one that was for before Labor Day which is what you see in your in your drive and one that was for after Labor Day we asked the members of the committee do to go back to their respective Knights Inn to get input from their sites with their staff with their organizations and bring that back and absolutely everyone said we prefer the before Labor Day start it gives us at lead in from the summer of 3 days 4 days 5 days which we really appreciate assuming we're going to be completely out of this pandemic that is something that we would look forward to getting back into the house so with that you have the calendar so that you can if you have any questions or concerns and I'll bring those forward Mark's going to work with his staff to make sure that they are behind it and then in February we can approve it or amend it I'm looking at him flipping back and forth so you're saying the before she got one that's drafted 1210 and then the other ones before Labor Day know we didn't get both of those in your pocket all because of committee went back to their site McKean District 1 and a Westmoreland District 1 got it okay and we did talk about the draft as a staff at a staff meeting Thursday and there was there no issues everybody thought it was was good okay my agenda screen here I do love working on three screens here it's kind of nice I can't get back
