Bing record and the meeting is now yours Mister chair thank you mr. superintendent wildly inaccurate in predicting the length of these meetings about I will note that I need to depart at approximately 5:15 p.m. which is an hour and 45 minutes from now which I think will horrify anybody thinking the meeting will take that long but you never know I want to put that marker down because I need to get the graduation you're not alone I've got one to travel to as well okay and I know that Robin wants to bail out as soon as possible Flex 5 minutes ago enable you to do that so quickly as possible the first item on the agenda is to approve the both of the regular salt in a non-public session of our May 18th meeting and I will enter motion to do so second motion of food Wishing on a second I don't know what order that was in but Jenn I'm sure you figured it out Mark made the motion and I second the motion if I will thank you guys are is there any discussion on those minutes on the errors omissions suggestions okay hearing none I want to do the Roll Call mr. Bemis here mister veladora mr. Miller mr. polifroni okay the minutes were approved thank you very much Jen the next item is Federal Grant assurances at I circulated to Casper and Andrew and Mark those two documents that I received earlier and said that I had general questions and it is required that we note in minutes is fashion at this meeting that we have reviewed those now those documents and we are knowledgeable that we are eligible for federal rent so yes yes in part so Mark will remember this from a year ago and the rest of you unfortunately will not the Department of Education changed its procedures with regard to finding the assurances that are saying in a nutshell what it's saying is we're going to spend the money for allowable activities under that specific Branch so title one has specific allowable activities and ID a has different allowable activities and what we're doing when we sign those is saying that we will adhere to the guidance and follow what the rules are with how we're spending the money we're not going to take the Federal grant money and build a build a greenhouse if you will unless it's an allowable activity is what essentially saying prior to a year ago only the superintendent had to sign those and last year those requirements changed the commissioner issued that new requirement that board chairs would also sign with the superintendent because he he felt that the board should have skin in the game as well so it's a relatively new requirement with the assurances it's one night that we introduced a year ago I think you'll remember that Mark from a year ago hopefully but that's essentially what it is so I'm glad that you circulated that and everybody had the opportunity to see what the insurance is are it includes hiring and how we spend the money or federal money that come in through the grant programs so there are a number of assurance is in there very common sense some of which I have no knowledge of will I would just like you to a test here and in Your Capacity as superintendent that the school district satisfied assurances as we have in the past yeah we have a very strong and solid track record of making sure we are adhering to the in complying with all of the assurances that are laid out in those documents that you and I sign a very good checking balance through the business offices to make sure that we don't cross over the line and if we start wavering close to the line with quickly pull it back to make sure we're not out of compliance thank you sir Andrew Casper Mark do you guys have any questions on these documents or the process I think I covered it quite a lengthy document went over several times okay now it looks good okay thank you I think other than discussing us another name for the minutes I don't know that there's a boat required actually what would be helpful if the board would move to authorize you as the chair to sign on behalf of the school board then we'll have that in the minutes as well okay so do we need a motion sign the insurance can I create a second Mister Miller okay the next item on the agenda is labeled school start time and I'm guessing Rob this is the same as my item length of the instructional day or is it different it is different different don't forget what mine let's do this one first so with the late start for the high school happening over and Keene there needed to be consideration with with start times in other districts as well in order to best coordinate Transportation so that it wouldn't become a insurmountable cost any of the districts that are are sending districts in the key because using the same buses to run the routes makes it a lot more cost-effective than having double or triple the number of buses in order to perform transfer the transportation of duties for teaching did you a district and so I think Daddy might have the recommended time that would best coordinate with transportation services Robin Mae have that as well that we would just like to get an official action of the board to be able to move forward with the opening of the school year if we if we what Dottie go ahead Robin correct me if I'm wrong if you think the latest information we had was a either 7:45 or 7:50 start time Red Robin the buses will right here at 7 at 10 of eight instead of eight so we would be coming in at 8:10 and it's pushing us back 10 minutes and then the pickup time instead of 2:45 would be 2:35 when I have says that they will arrive at your school at 7:50 so it's just pushing it 10 minutes because they were arriving at 8 and we came in at 8:10 now they're 7:50 and we come in at 8 pick up time they were coming at 2:45 so now it's 2:35 so it's the same amount of time it's just ten a 10-minute shift are we in issues with parents that hasn't all been released yet we had to wait until it was finalized and you were notified and then it would be released to parents what time frame some of the schools have a huge time frame we have 10 minutes so it shouldn't be an issue so I'd like to open it up Casper Mark Andrews questions comments I think you know what it sounds fine you know I thinking about the looking at the survey that you sent out Dear the results from the survey just that we sort of glanced over I'm sure you know we're going to rely to reaffirm that this is really going to happen you know as we get closer to the opening of the school or whether there's going to be some kind of modifications so I think at this point probably we could just vote on it and say you know whether we're going to you know approved or disapproved this but I think as we get closer to September there maybe modifications depending on how many students will be allowed on the buses at a time pictures of your modification to the way the school days. She going to be conducted if there's going to be remote I mean it's a lot of things that seem to be up in the air with a that has to do with any of this right now as far as you know it probably doesn't but I think we may need to revisit us revisit this again as we get closer to the beginning of the school year to see what stocks any comments on that Robin I agree I'm right now we were fine with this 10-minute shift but until we know exactly what's happening in the phone find of you no vote on this now and just reaffirmed can we get closer to the beginning of the school year so what what you're being asked for right now is to set what's yours to set what your your school day will look like for next school year if we have to adjust that at the beginning of the school year for other circumstance then we would do that but we really what you're doing is you're setting your hours of operation for next school year like we had to do when we went into remote learning we had to make an adjustment from what your typical operating hours we would have we might have to do that for the beginning of next school year time will tell us but for now all you're being asked us to set the hour hours of operation of when the school day officially begins and then the school day of okay so and that would be 8 to 2:35 8:00 to 2:35 so I'll move we change the school day to be 8 to 2:35 p.m. 8 a.m. to 2:35 p.m. that was Andrew mr. Bemis mr. falaguerra mr. Miller I okay thank you guys for the work on this public hearing date discussion lights to Scott's note about needing a public hearing to access the one of our Reserve funds to balance this current years about to finish budget which is running a deficit deficit in terms of percentages but nevertheless needs to be funded in order to have a balanced budget do I have that mostly correct you've got it spot-on correct so really Scott wanted try to have the public hearing here tonight and because it involves a shortfall and using one of your reserve funds to cover that shortfall I told him that I wasn't comfortable doing that on short notice without the public having advance notice when that would be because you want to be able to give the public the opportunity to be able to participate in the way in on that conversation so that being said we could nail down a day and time for next week to have that public hearing will get that notice out and make sure that people are aware and will have access to be able to participate in that session for the school board okay I would recommend that because we're still virtual that that we should use at least a week is there a date and time you'd like this I was just looking at my calendar I'm going to go back over to that Jeff I wouldn't I would recommend that we look at either Monday at 6 or actually I'm booked Tuesday and Wednesday or Thursday I'm guessing we would anticipate this would be a very short meeting I think it would but I think trying to have it earlier in the day would eliminate the participation of a number of folks in the public so they does 6 on Monday work for the board members 6 a.m. is fine Monday June 22nd 6 p.m. public hearing on sucking slowly while I'm thank you great NF Scott and you know I think it would be useful to Scott just sends out some background information on this and explains a little bit the reserve fund for those of us who haven't been on the board just so we we show up not only looking informed but actually informed and we can conduct a hearing with knowledge that would be great if one of you with task Scott with that that'll be a big help sure sure I have some other business items before we going to non-public session does anyone else on the board have other items for the pub so my first one is to try to get some closure on the issue of the length of the instructional day to see where we're at we're coming out and being able to 15 minutes a day or 7 school days a year or 35 school days for current 4th grader to the instructional day that's most of mine just playing a small amount of my biosphere Robin Thicke see you laughing the scheduling committee has completed their work and we have added 15 minutes instead of having an hour total for lunch recess with added 15 minutes in there we don't need that full Aller however we do caution everybody that that is not set in stone until the schedule is set in stone and we won't be able to do that until we know how we will be re-entering in the fall but right now the schedule does have that extra 15 minutes in the middle of the day we also have built some extra intervention. Periods into the day and those will be done with our UA teachers when they do not have a when all of their schedule is a completely filled with are you a assignment bill doing intervention periods with small groups of of students particularly in the area of reading and that goes along with our school I go that we like for next year of reading and we have a reading task force ready to go so we work very hard to make sure said that 15 minutes would be embedded in the day and that it would be used for those intervention periods that we need fellow board members chime in with your questions call we have the option of the contract to make the instructional they 15 minutes longer this extra 15 minutes Robin will be used so that students would emerge from the day having had an extra 15 minutes of akademi instruction on that middle block that was one hour long for lunch and recess we really don't need that full hour for lunch and recess so we're betting that 15 minutes in that. Mark Kasper Andrew anything from you guys on this meaning of robbing what brought you to ask to that conclusion that they only needed 45 minutes instead of an hour when you when you spend the time in the cafeteria the kids and you see that they're done eating in 15 minutes in the last 15 minutes is just chaos it's it's okay. It sounds good to me is this or that question what's the Genesis of of the sun this all happened before I was on the border we want to add more instructional time in the day with less non-instructional time so we're trying to balance it out where we have that time in the middle of the day that's not really being used for instruction we need to invent more instruction and we'd like to work Willie Target our reading scores and our children's ability to read so we're focusing that 15 minutes on basically on reading skills decided that we want to do crap after I think it's definitely a wise move I can pitch pics in a whole thing I mean you know in front of these kids every single day in schools and yeah that's that's a long time and you know eat the food now call the round and third down in 45 minutes they really are I mean it's just like that is it depends how we come back and what kind of restrictions might be on that might add time to lunch but then will rebalance if we have to sell the scheduling committee will come back together this summer we put it away some Grant funds to pay the scheduling committee to come back this summer if we know Siri doesn't this okay thank you Robin and if anything were to change would you please advise the board okay the next thing I have which my are you sure cuz it's a simple question and I apologize even have to ask if he'll I can't find the answer is where would I find the teacher performance evaluation system I don't think we have that on our website. E we don't we don't have that on our website is it somewhere where I'm at. I'm interested in cuz I came across something I said we have to have one so I assume we have one I think what you want to probably see it's in the professional development handbook and the we were due for real the last year and we submitted a new plan to the state and they have unofficially approved it so I can send you the when they told us the person in charge doesn't go ahead and call your new plan and about every weeks I email him and ask him if it's been approved yet tell us we can use it but had to have put their stamp on it the old planets on the website that you can find other Human Resources it's on the SAU website cuz the entire essay you has the same professional development evaluation system they need to go together and one handbook it is very similar shift the new one is easier to read and I can send you a copy of it just says draft all over if you want to see it yeah I think whatever one sit on the board can I can I can send that all to you and the last thing I've got is another I think quickly I know the answer might not be real quick is I'm I'm lobbying for at some point the orientation program for new school board members still have on my radar Jeff that was something did have planned toward the end of March after all the elections were done and completed but as you know how the cards fell we weren't able to facilitate that into to make that happen it is definitely something we've got original it was already set we have our departments who have their orientation components ready to go and as soon as we're able to get into a room and do that face-to-face we're going to go ahead and facilitate that would be glad to be great in NFL it's like that won't work today even a some type of Zoom session or webinar particularly with our Marlboro board 3/4 of us are still learning thank you thank you for that I have for the public session going to f****** slowly because I'm real but once again I want to check in the other board members to see if see if anything is pop up for them as a Gen 2 items for the public session so seeing nothing I will move that the end Scott I'm guessing I'll Scott Scott you're there I'm guessing I don't see that we have a business report on this meeting's agenda so I don't mean I don't want to pass over something if you were saying something just what I mentioned about setting up the public hearing that was said okay thank you and good to see you you too so I'm going to move it when you come with a non-public RSA 91-83 second mr. Bemis mr. fella Guerra mr. Miller actually mr. chair before we exit the public session can I just make one one comment of why we have the certain people in this meeting in particular because it would be public discussion and probably should not happen in a non-public setting now that I got it when we brought Brian Campbell on board as the second assistant superintendent when was that after his first year we were going to shift supervision of Marlboro school from Donnie Frazier over to Brian Campbell but we wanted to give him a year to get his feet grounded and feet wet in we're coming to the end of that year and so I asked Brian to be in on this meeting as we start that transition process I just don't want there to be a big surprise to anybody so I wanted to be very transparent about that that it should happen in a public in the public portion of the meeting as opposed to discussion and non-public and people are like whoa where did this come from but that's why I Brian is here today and so Brian you want to say go to the Marlboro board and forward to meeting with you and working with you by Robyn well, don't tell Brian everything about it's okay I miss you guys when when do you transition away probably July 1st is usually when we facilitate are transitions hiring for another year or two five years I know I didn't want to find out you know you'd move to the Bahamas without having a chance to say goodbye so we're good we're good well Marlborough will miss you but you know other parts of the organization will gain so the Brian we look forward to getting to know you thank you so with that I am going to I'm going to pause the recording if we can okay mr. chair we have all four Boardman I'm going to move it the Menace of the non-public session be sealed until such time as the board votes to unseal them RSA 91a 3 do I have a second yeah Andrew did sorry Andrew mr. felon Guerra mr.
