I'm going to hand the meeting over to you as you know this is an emergency meeting which is has been authorized by the governor for for school district to be able to meet no remote setting which is what we are doing we're meeting virtually and it does comply with the governor's orders and motor for us to be able to facilitate the business of the school district so there you have it in the agenda the floor is all yours that's what caused order now at 4:37 and then we need a motion to approve the minutes of December 6th special regular non-public in December 17th special non-public and January 14th special I propose a motion that we accept the minutes listed by mr. Anderson I second that any other cartoon all in favor I will let Jen do a roll call yes Miss gargan is motion just alright so do you want to hold off on bills and manifest on that's probably why we have our guests with us it would be the miners are here too bring up there topic so we can get fill the floor I guess if you like stays on Bell unmute my audio the reason I ask to be invited to this meeting was to understand what your thoughts are in regards to the annual meeting as you may or may not be where the town I will be still and as well as school district be voting on the normal March 9th town meeting day and the town is decided to move there or postponed their annual meeting until such time to be determined where they going to reschedule that it really doesn't matter to the school district that's what I want to get a sense from you folks what your thought is on having the annual meeting and I and I want you and Eric the message I sent you Claire and Melody the forgive me I did not have your email addresses so I did not copy us but they are probably forward that to you at least a request and I'm sure he did but that was that they were really for options and that was you know to hold the meeting as planned I suspect you to the point of being able to have sufficient amount of people in space separated meetings usually terribly not well-attended or than the three options there afterwards who you know on the ballot itself to postpone the meeting and get to town so you know the sentiment of the motor to do so and then schedule it at a later time as covid improves but I believe your budget needs to be approved before September 30th is that not correct Yahweh before the June 30th or September 30th the last legal date we can do that and then I realize we weren't legal date it needs to be done by so our fiscal year begins July 1 okay so the same as the towels that I apologize I'm looking back at my nose right at the moment so net-net is that would be option number two would be to postpone it to a later time that and potentially hold it outside or whatever third option it's a town said no then I guess the only other option you have at that point operate on a default budget she just are blocking right so with non sb2 towns feel there is no default budget is set so that is a function of an SB to town because of the other districts actually sit and argue and debate I should say debate over your budget and there is no default budget that is set for non SB Two Towns okay so with the settlement of your I mean if you had this discussion internal to your school board know that was right and tonight so we're actually having all right well open to your ideas so sorry Eric still in Philly please please correct me if you if you feel I've gotten this information wrong I've been going around to the different districts in our in our SAU and rehashing the four options that are before the school board and to make a determination for their school district meeting in the first one is exactly as you stated to carry on in person business as usual status quo the second one inside as you stated it was too postpone to a later date and I'll go back over the pros and cons are of both of you know of all of these options third option is to facilitate a drive-through vote which as is being done in a couple of our districts in the Chesterfield or relocate your meeting to a larger and still have it in person so with that I'm just going to go real quickly and briefly over what I think the pros and cons are and what the implications are if we if we postpone meeting of the school district one of the one of the complications that can arise from that is that we are unable to offer contracts to our professional staff we have an approved budget because you don't know what the final budget is going to be in what those implications are going to be in so without an approved budget we cannot offer our professional staff a Contracting employment contract for the next school year that may or may not be an issue we have seen in years past where districts have postponed their meeting until a later date and because of the uncertainty of whether or not the budget was going to move through as intended or not mass amounts of employees have left that District or those districts that have postponed because they're looking for job security on the typical hiring. For schools is in April and so if you postpone to a date beyond that you may or may not lose some of your professional staff which you know I don't believe is it something that you I would want to do personally moving at moving the meeting to another location I think really defeat the purpose of being able to debate articles for the school district because you were made inadvertently lower participation where it's already pretty low already and so I think getting out of that runs the risk of you know not getting the participation and protecting that process the other complications with that is that you would need to provide transportation to and from an alternative location if you were to do that and it would more than likely be facility rental fees that you are do not have budgeted so you know that's awesome that's probably not a very desirable salute neither in the Drive-Thru voting all but eliminates any debate except for the three members of the school board the way this works is you need to have a virtual meeting to present a warrant articles after that virtual meeting you open up a mechanism for people to provide input and comment and then within 7 days you need to have a second virtual meeting to review all of the input in comments and amongst the three school board members debate whether or not you are going to amend any of the warrant articles once you complete that those will become the articles that people will vote on on a ballot in a drive-up type of fashion the very first question on that ballot will be if just asked voters if they approve of this method if they shoes no they do not approve but none of the other warn article votes matter so you know it's a very risky one and it does take away people's ability to debate and puts that is solely upon the three members of the school board so I think those are the four options as I understand it fill it it it do you think I've gotten that incorrect I think that's reason I'm not muted him I know know we heard your voice I think one of the big questions and I'd have to ask Kate what the capacity would be if we maintain six feet of distancing in the mmpr the multi-purpose room based upon what I've observed from previous years of 02 annual meetings and I've only got 12 with he's behind me now that we never had 130 people Avenue in so you know we have the ability to support that spacing however that doesn't change the fact that you have this year 45 show up and now I can't see them in accommodate that that's a very fair point and I'll just assume that concerns me about that approach however you know it we have never had that happen and you know unless there was something egregiously controversial on the ballot and in your budget I'm not sure that that's an issue right so let me just share with you a year we were faced with a capacity issue and one of our District's not necessarily because it was related to covid but because of fire capacity and courting the code and what the secretary of state did advise and allow us to do was to stream the feed from the main room to to overflow rooms and use technology so that everybody was hearing the discussion in real time if they had comment then we had to post you do not postpone but the pause to allow that comment to be made in the main room so that it could be recorded as part of the testimony and did you put so it did give us greater capacity even just that one particular room but you know to certainly not as as conducive as when you have everyone in the same room at once but that functionally addresses with my primary concern is bed is allowing ever wants to speak their piece yep no I would agree I would agree so is that dude does Kate know like what the even ballpark Whoppers on I guess is it possible to have a remote one we could probably in the library or something like that I'm assuming we have the capability to do that or do we not well it could be handled through Xoom probably that one point to the other so it's not that we have to have some sort of wire running inside the school so that's doable provided is been a reluctance in the past to provide any Wi-Fi access to anyone other than the school people so that would have to be addressed Erik Larson I think a can tell you what the capacity is but that's why it is here but I also think that we do have the capacity to live stream from the gym I believe I think we can get that set up two classrooms for overflow like we did in another District last year so I don't think people need to bring me around so if we did not how many voting booths set up in the multipurpose room we didn't have any tables or Chairs set up we'd be able to safely accommodate 60 participants total that 60 individuals and that would be six feet apart if they were voting booths and tables and chairs set up we estimated that that would bring the number down to 42 individuals in the multi-purpose room I would agree with Dottie that we certainly have the capacity to be able to set up overflow areas and be able to use some of our technology are smart boards to allow folks with participation in to the meeting that could also be live streamed into the gym I would hope that technology is on our side. but certainly we would give it a good old College try it and be able to do whatever we need to make sure that everyone feels like their voices heard it's not what I asked. Now that's a fair point to one of their it when other thing with regard to the capacity and and they Catherine pointed this out in the chat and I'm sorry the chat only goes to myself right now trying to figure that out but I you know that the six-speed of distancing can change the overall capacity cuz you might have two people from the same household but not need to be 6ft according to the guidance that's been put forward that's very good point I could be even more than 60 just so you're aware of that we're not going to be able to impact the number of people that would be there for about clerks and the lackmond Etc so by the time we put those people and that's approximately 15 people so we're at that were 45 242 and Claire has a question what if we ask people to Tennessee if they plan to come I know that makes the spontaneity least likely but we are people too are you going to be there so that we have some idea of how many are going to attend open to everybody how many of you suggest of going to register yeah some garlic bread the lady on a different day than the voting day like a different night for Saturday so that we're not dealing with that but never people that take a boo that take up face polyester cord so I can remove some other night not that week or in the next week or whatever or Saturday morning right hard-and-fast even if the capacity issue let's say it is 60 p in that room and on a Saturday morning we get more attendance which I'm fine with but you know we could potentially run up against if we have a library library Kate communicate 8 OK Google play radio so I do have the square footage and the capacity for each one of the rooms and I I think we accommodating in in multiple classrooms throughout the building probably up to probably another 50 individual safety safely we had that money orders of magnitude I'll have interactive boards those rooms so I guess that means you know if we're looking at Saturday would you like personally think is a much better option because it also gives us time before the kids come back in right now I like that idea a lot and I'm sure Kate and her staff would appreciate that as well that gives us an option of going backwards to the six or forward to the 13th sense of the meeting on that date I'm sorry I miss that sense of meeting on a that approach and date from the school board members what do you think I don't know but I think it should be before because I had blocked I'd like you to be there because if it's off to you might no longer be part of the board and I don't want to date you you definitely better than you. Okay find me something to eat that's putting themselves forward Eric Bella slicer I don't know if you have somebody that's great where are we going to go also we going to go I mean seriously what time 9 a.m. 95 you and I have a conflict on the 6th session on March the amount of time from your public hearing oh yeah cuz I'm probably carrying is the 3rd of February have to be 30 days or longer either way I think it would suffice its statutory change on that that I I'm not aware that I don't deal with it that part of it so March 6th at 9 a.m. okay sounds good we have to get that posted that information is going to get a public as soon as possible. Thanks Bill and Katherine really appreciate the collaboration on this and I think we better really good plan for Harrisville School District thank you I'm departing I do about Kathy but I'm out of here y'all ever find that you're fun evening thanks by I don't need to be here all right next we have bills and manifests you want to go to a business manager is what I want an emotion motion do it except the bills and manifest this is where the numbers are Scott have the numbers what is motion to fix the pills and benefits does raid Scott reason all right on it up right now AP so we have checks numbers 2007 210-200-7881 in the amount of $2,812.37 they also have text number 200-7882 do 200 7919 in the amount of $95,742 in 98 and checks number 207-8772 207 877 and the amount of $1,631.70 all right so have a motion from Claire Melody seconds any other discussion All Rights mister Anderson yes Miss cardigan with motion pissed already all right so now we need I'll just make a motion to accept the financial reports of a second discussion Scott off this month with our revenues there is no oil change and they projected revenues at this time scrolling down to our expenses there has been a few changes starting off with regular education we've had some additional changes to our new equipment there's $243 over budget in that $753 over budget in equipment repair due to the projected Surplus the result it's still projected of a $4,093 surplus in that account we have had some changes and our tuitions the latest tuition update shows that we will have a projected surplus of $27,722 and regular education increasing our projected surplus of $20,336 in special education and again this is just due to enrollment changes we're looking at slightly smaller Surplus in guidance Services because we had a $1,800 contracted Services purchase projected deficit in the school board Services has increased from 800 to $1,500 that's mostly based on legal fees which I do believe are all based around I'll try to take the word for that dies impact bargaining that's the word I was looking for excuse me that we had a projected Surplus $2,200 and our school administrative Services they are projecting a $577 deficit and that is related almost entirely to $2,800 increase in the Manor of our internet bill for the rest of the year due to the remote learning environment we were exceeding our bandwidth at the school staff and students were trying to Salt Lake so we have increase our internet bandwidth for the rest of the school year Building Services line has an increase in a deficit from $4,879 to 8400 the $8 and that is directly due to Building Maintenance and some repairs we've needed to make and basically be the end result of that as we went from a seventy $10 projected Surplus last month to a $67,528 surplus this month so there was a lot of movement in some accounts but the end result was almost flat to where we were last one anyone have any questions out there can't wait to see ghosts no questions mr. Anderson Ms gargan his motion yes alright so now the budget and More in front of those ation all right so Kate are you here again all right so we have Revisited the budget K and Johnny and I and looked at some additional ways to additional savings to decrease the ejected budget I'm going to try to pull that up hold on one second do I have the ability to share Rob yes sir all right well you're well you're pulling that up and sharing Kate you got a big light shining over your head it's an awesome have that for Halo lighting hello yes you deserve to have a Shining Light debatable thank you so the overall changes decrease the budget to a 2.9% increase in okay if you wanted to speak to some of the specific changes that were made Scott there in just a minute I just need to catch up with you why don't you go ahead Scott pull this up as you speak Albright so some of the change is where in the regular instruction some slight decreases in the new equipment line and a new furniture line of those were some of the changes that we met there open Chrome let's see from $600 and new equipment down to $190 from $1,600 in new furniture to reduce that to 6 dollars try to pull up the rest of the last year got you want me to go through the budget backup as to the changes we've made since we last met no I don't I just pulled that up myself it should still be highlighted and the replacement equipment as I just mentioned there has been some changes in the Keene Middle School in Keene High School intuition and that is just based on enrollment changes since we last spoke that's just updating that and like I said that's something that we want to turn right up to the very last day to try to make that as accurate as possible decreased some of the funds for summer school sorry, reduce some of the new equipment line or under the health services stay here staff support for Media Services with decreased thousand dollars Scott I think some of the big drivers that brought this percentage of the overall increase down a bit was that we're going to try to attempt to use for a grant money to purchase are for five end-of-life student Chromebooks that has a considerable price tag and we are optimistic that we'll be able to purchase it with again for a money we have also taken a good hard look our new equipment in our supply accounts and tried to make sure that those are accurate as accurate projections and moving forward and we've also done the same with mileage account we take it out a few of our large ticket facility projects including finishing painting the gym ceiling and the school sign we think we can push that off for a couple years in addition to that we've also taken out replacing some of our faucets again what I think we can hold off on that were perhaps you some surplus funds at the end of the year the only other thing I see you most the reinstalling the Bell on the roof was one other thing that we removed we were going to use capital reserve funds for that do you have the like the tax impact thing the number Li what it's going to be on $100,000 house or I have not completed that yet but I can do that during the rest of the meeting before you that's good that's all I need alright does anyone have any other questions on the the budget overall Gateway already questions I don't know if it is Chili's guy can't whatever you need thank you Claire and thank you Eric and Melody and Scott for all the work you put into this budget and Daddy for working as well I just wanted to clarify that are four or three projects that we had reserved for the capital reserve fund that that is clearly articulated in and we're on the same page to move forward with those projects and those were cleaning and sanitizing the event work and the ducks in the ceiling the Bell installation and installing the turbo vents is that what everyone else got you have that yes that was like that was what was on our back up yes I just want to be sure that people also know that what this budget the big-ticket items in the budget are and just so that you know like we would be increasing the special ed Mission from 70 to 100% And that's definitely movies at this time and I think every supported we're also decreasing the nurse position by selling 40% to 60% of the school but again that's based on student and then the other big staffing change is and you know these even though the school counselor with won't be at Wells Memorial anymore than it currently is by sharing the position with two other districts the person will be done eligible and the hope is that someone will stay in position for a. Of time and not just be a revolving door so again you know that I just want to be sure that you spoke at the end of the day the trade-offs unit between the Carson the school counselor you know a pretty even you know what and I think it does mirror the needs of the school and hopefully will you know promote some stability when was staff did I miss anything Kate in the big tanks for Wells different no I think you captured that thank you Daddy I just want to make sure you guys know what the don't have any problem trying to do no defending slides explaining any of this but I don't think anyone would you know there's there's no reason you can make it argument against the really logically so I thought that's gotten of it but me going to have more needs first half I can just back off of what you said in regards that way we have more students that came out of school and Chene high school that we have in the past and our tuition what we're paying for tuition is probably more than what we have in it. That's like a middle of something high is not King Middle is the weather Italian town for years that if you want more kids in school you can have more kids ice eventually going to happen. It is definitely a skin back right before you said that was going to State the exact same thing. He and I were talking about your quote 70 South 9th West and yes I do like make the Saturday morning too so maybe we'll actually get a few people there but since there's not a lot going on in the world these days maybe swing by ever so just one of the thing that's related to your budget that I think is important at least be able to somewhat understand if you remember there is during the last eight budget the last biennial budget and gave additional money means many other districts in Harrisville did not receive additional money back that's proving to be pretty difficult for those now with that lost Revenue that they received for the last two years as a close to Harrisville that did not receive it and you know you're not having or witnessing or realizing the dramatic increase the tax rate compare the comparative Lee speaking so I think that you know what kind of stone we didn't receive additional money and Harris Building the long run it sort of blessing in disguise as others are seeing significant shortfalls in Revenue that they had over the last few years and are now saying we've got to find ways to lower that tax impact that's not necessarily the case your district there they're starting out right off the back cutting 600,000 right because of that additional Revenue that was received that won't be there anymore yeah alright so all right so I'm lost track of where we are on the Earth I'll share again there you go stop. What actions do you need with regard to the budget and warrant will be finalized till after the public hearing officially but based on the work session do you need an action from the board to accept the changes that you Daddy and Kate at work through yes that would be great thank you bro I told make a motion to accept the changes that have come from the by the office to change that budget for the preparation for the second act orange and yellow discussion all right mr. Anderson yes Miss gargan mismos yes send out public hearing prep so now what needs to happen is Scott needs to update all of those documents make sure they're ready get those to you in advance are public hearing on February 3rd we are planning I don't know that we finalize this Eric I just made a presumption that you would want to do the public hearing portion via Zoom AJ AJ asked about that before so I think it's at 8 it doesn't make any sense to have it anyway so you know we've got that link all ready to go so we're good to go there we just need to make are we get the documents ready so that we can present that and share that over our screens as you walked folks who attend that meeting through the budget as you do so I got well as you always do so eloquently and will be sadly best if you don't change your mind didn't re-up for another three year two I appreciate it do we I know Jay is going to ask me if she already has I'm about like starting like getting like a half hour earlier 10 minutes early or whatever you want to do 4 are we even allowed to do that unzoom like how does that even work we can do that but it'll be the same link for the public hearing and so won't be able to come up on public getting if we do need to go in the non-public I'll have the ability to move people over into the waiting room depending on how many there are could be consuming but I would not have Tuesday beatings like we did last time I would know what I would recommend is that we posted an emergency meeting of the board to start at 5:30 and then recess meeting for the public hearing so that you can come back as a board and take any action to finalize your Warren articles immediately following the public hearing yeah that makes sense cuz we because we have grown children meeting with me up to so right so we'll post 5:30 it'll be the same link for meeting in the public hearing will just recessed the meeting at 6:00 and then after we closed the public hearing will resume the Harrisville school board meeting that evening that seems logical yes just running the numbers very quickly we got to use it that would be a $0.40 percent increase for $40 on a $100,000 home Sears Ridge Mall alright so any other Herring Financial in Hangouts and when everything that they want to add a we good to move on to Kate's Eric I just had a question about the public hearing Ward like us what what would you like us to do to encourage participation for the district manager for the public hearing for both first probably the public hearing I mean we can talk to Kathy and see if you want to put something up on the sign-in screen ice I don't know would you like me to do that do you have a great thank you tell Kate to tell you if you're right I am thank you do I have included updated enrollment figures as we transition to hybrid learning on February 1st next Monday you feel very confident it will be a smooth one and our building is ready and welcoming for all students and staff We are continuing with curbside meal pick up the times have changed if you're if you sleep with anyone in town children 18 years old and under are eligible for free meals through June on 2021 I have a link that I sent out to families that also have options for remote pick up the Rochester County Affair season X are not convenient I've also included some updated committee participation information and a short narrative about our partnership with the Harris Center which we recently wrapped up we've been fortunate to again work with Genesis beer and she was able to provide some co-teaching and modeling with her students ages 6 on jeevan work with mr. Thomas his cohorts a remote didn't they joined indeed squirrel exploration and conducted various experiments this is Darius class investigated pollination and mrs. swope's class setup for Merriam's and I'm sorry that I don't have pictures share with all of you but we're just very fortunate that were able to continue that partnership with the Harris Center we have recently welcomed two new staff members first Elizabeth gotten Heimer is our new library media specialist Elena Langley is our new Spanish teacher I'm included some information about recent professional development opportunities or staff have taken part in and would like to also either now or at a later time in the meeting at the building rental application we've received and also discussed early release days I don't know if that's during this meeting or either one and I just want to open it up for questions if folks have any for me anybody to the building rental now and just take care of that then two building rentals one came and today as the town would like to use our field and parking lot to host their meeting you would like to use it to do an outdoor they would provide the tent they would provide the chairs and they would provide All Staffing for supervision we would just probably need to provide access to the restrooms and the building and then the other was that Kathy lovas have called and would like to rent a building on March 10th for boat only and they are going to follow the same format they did in November voters will come in one door of the gym and go out the next so that you both are pretty straightforward building rental forms and I I feel confident that would be able I work with them to make both of us open March and later on actions did you say marks the March 9th for voting day I thought it was March 10th 9th March yep we have it as March 9th they would need it from 10 a.m. to 11 p.m. and the school is closed at the anyways right because most is a it would be a workshop day so there may be staff members in the building but crack. That's all I would be concerned if you don't have any concerns about it I don't I don't know if anyone else does I think everything went pretty smoothly and I should think they'll be fewer people this time we I I know School perspective that went very smoothly and the town was very accommodating and a pleasure to work with I think I anticipate this will go the same so do we need to give you a frugal we just got a good job and do that are do you want emotion I'm not sure we've had a motion in the past Rob her building rental I just need to sign off on it I just was I'd be happy to forward everybody a copy of that building right up frontal form if you'd like to take a look at it and also the details of those two events thank you easy stuff all right so that Rob's now I'm going to kiss me Daddy and Kate no, I was just trying to make sure we got the link set for next week Wednesday it's all set Eric I copied you on the agenda just so that we can finally is that for the business portion of the school board up next week Wednesday kept it relatively simple but if you feel that we need men that are just that not a problem this month call The Return of a written superintendent report on top of the weekly updates that you've been getting the last 2 weeks you've been I don't know if it's fortunate or blessed or overwhelmed with two for ones and and the weekly thanks you had to the last couple weeks with the most recent last week eating just a plea to our state Leaders with regard to getting our our Educators moved out the priority list so trying to work on those those Avenues to make sure that we're getting the people in our building the vaccines for those who want to I want to be clear that we get cannot and will not be requiring anyone to take the vaccine that does not want to the vaccine but we want to make sure that those those opportunities are available as soon as they are available for the people who would like to participate in that vaccination program so as you saw in today's update on over 700 people waiting on Matt letter with 98% of the folks in favor or in support of what's the word I'm going to be moving our Educators up the priority was so I thought that was pretty telling not because of the number of folks that responded but because of the number of folks that responded in a very very very short window I typically we leave out surveys open for a week, that was left open for a little more than half a day and you know we got quite a response in a very short. Of time and I thought that was you know interesting to see I don't know that it'll have an impact but it certainly shows the people in our buildings that we are advocating for them and I hope that they are aware that we really truly are advocating for them not only in Wells Memorial but in all of the buildings in the SAU we we want to get those opportunities for our folks to be safeguarded as much as we can and will do whatever we can to try and help move that agenda forward but beyond that you know when you get the report if you ever have any questions before meeting during the meeting or even after the meeting always available and willing to answer any questions that you have and that is all all right thank you although based on the Governor's press conference last Friday doesn't seem like he's going to do a whole lot of Swing certainly doesn't feel like there's going to be any budget on that and you know I guess I guess I am stand in one regard that no matter what decision you make you're going to have Folks at disagree I didn't folks that will agree and so I get that piece of it you know I think I think there are a couple pills that are a little harder to swallow than normal you know what I'm glad I don't have to make those decisions that he's he's as before I'm not for sure I do believe that our Educators should be at top of the priority list. You know what I my perception has I put in the as I put in the letter I just strongly believe that in our staff to know that that's how I feel and there are certainly a number of folks out in the communities that agree with that so no thanks we'll see if you don't get any Adele Someone today because the way that the the vaccines work or they open it up for 65 and older on last Friday when ever was but then the doctor's office hadn't sent out any paperwork yet so people got the paperwork today or the email today and the first appointment was March 25th and that's still in group 1B but you still have the teacher so yeah promising so I don't I don't know what's going to happen moving forward I can only tell you what's happening right now and what's happening right now is that we're getting 17,000 doses per week and if you've got 300,000 people in group 1 B 17,000 is going to take an awful long time to get the not only their first dose but also their second dose until I think our timelines are very aggressive which is encouraging but our supply is not meeting that demand and I was timeline believe that I did I read somewhere that there is an appetite to expedite production not only of of the vaccination itself but the required materials that will be needed to administer them meaning the needles and syringes what have you along with protective equipment for those who are administering it I I do believe there's an appetite to expedite those the production of those things including the doses so that that's $17,000 a week hopefully and I I really hate to bank things on Hope but hopefully you know will see that increase sometime in the near you're as opposed to in 10 months when they get through 1B all right so we have school board member info and it looks like the call Zeke admit he's the big thing so I'll let Wendy you palsy people take that dirty I think you've got all the information in front I do I don't have time cuz I have no eyebrows meeting I think Rob's Frozen Rob are you going to run out of time cuz of Marlboros meeting that's going to be it's going to be pretty tight.
