record and I will share my screen for you and the meeting is all yours sir so can you just refresh my memory stick start by the Articles or did you have that presentation you wanted to do the presentation incorporates the Articles okay so am I going to call the meeting to order it and open under Article 1 we're going to call it to order and we'll just review a little bit of In Here Comes Beth right now just going to review real briefly The Authority that allows the meet the process at where you where utilizing you're going to do the same reviews that you did at the last meeting I'll do it real briefly because what we'll do with this presentation is we'll put it up on the website buddy really wants to get in the house bill is actually Linked In the presentation so if people can go and read that wonderful language of the law if they really want to but the Marlowe School Board had elected to proceed with the structure that we have moved forward with by having to Virtual meetings to present the budget in the article the Warren articles to the school district the registered voters of the school district after the first meeting who did they opened up a mechanism for people to provide feedback with the second meeting and that we are having right now is intended to address all of the input that has been received but the house bill that allows this process board is House Bill 1129 which was signed into law by the governor back in July of last year anybody who is uncertain the process we've got the link here which I'll go ahead and just open so you can see where it takes you too and takes you to that document that we shared during our last meeting I just want to be very transparent with that for everyone so that they know what the process is we are in our second informational set session after today we will post the final Warren articles by tomorrow registered voters will come to the school on Saturday between 10 a.m. and 12:30 p.m. and with that I think the first question that will be on the on the ballot this term greater will be are you in favor of adopting the procedures used for this meeting and it's important for voters to know that if they do not vote Yes then none of the other Warren articles will even be considered I just being very transparent with that as well and making sure that that was included in tonight's presentation for those who decided to zoom in so the first question on the ballot that folks will receive on Saturday is you in favor of the adoption of the procedures used by this meeting including the prior virtual meetings and the voting process used today in the note that accompanies that is if this is not adopted then all other vote Shelby. do a failed in the moderator will recess the meeting to a specific date time and place and with that we get to the Warren articles and it's all yours once again sir so one on the would you just ask what does the first question yep it will be like the way the ballot is set up support of schools for the payment of salaries for the school district officials and agent and for the payment for the statutory obligations of the district this article does not include bring it to the ballot all right we'll be going to Warrant article 3 the capital reserve fund to see if tomorrow school district will go to raise an appropriate $50,000 to be deposited the capital reserve fund previously established at the March 12th 2020 District meeting for the purpose of financing construction or reconstruction of the building and grounds of John D Perkins Senior Academy or to take any other action relation you're too and what's the rice to transfer up to $50,000 of the unassigned fund balance if any remaining on hand at the end of the fiscal year June 13th 2021 the a couple years ago we closed out by boat it was decided by the voters to close out the capital reserve funds to offset an increase in taxes last year we reopened it with enough from another round of voting from the voters of a to increase it to open it at $5,000 so we are asking to put $50,000 back in 2 weeks to re-establish that significantly in case there are any unforeseen needs that needs to be met such as roof repairs building cost we we recently had to replace have work done to the septic lines to add a liner into the pipes and that was his significant cost and have you not had a surplus in this year's budget we would have had to ask for more money cuz we didn't have a couple to reserve to dip into so this is a necessity of a safety net to avoid an unexpected increase in taxes due to a major repair or need for the building thank you but this point in time roll call vote to move the article to the warrant valid for Saturday I'll start with Miss Smith was Julie yes yes rights of the article be moved to the ballot does seem kind of odd to be saying that are you all set best a reading of Warrant article for the two Expendable trust fund to see if the school district will vote to raise an appropriate to sum of $10,000 to be added to the over-budget tuition Expendable trust fund established by the voters at the 1993 District meet for the purpose of paying future year regular future year regular / special education tuition or to take any other action and relation there too and authorize the transfer of such some of the other sign fund balance there is an inn sufficient undesignated fund balance as of June 30 2021 to fund this appropriation and the appropriation in article 3 the capital reserve fund previously read article 3 will be funded is any additional Surplus to be applied to this warrant article no amount to be raised from taxation recommendations required to Marlow School Board recommends this warrant article in a majority vote required I have a going to ask for the motion and seconds and I'll have you do this discussion again Chrissy that was Karen best millisecond discussion Christi into this phone again and while it's still a large amount it's not enough to cover unexpected out-of-district placements fully so we would like to add a little at a time if we can to keep rebuilding that and we'd be believe $10,000. get a resolution adopted March 2021 whereas Karen assing has served the school district of Marlo as a school board member for 10 years two of those years with distinction as chairperson are three of those years as Church and we're on Karen a thing served on the New Hampshire School District Administrative unit 29 School Board the New Hampshire school administrative unit 29 School Board advisory committee they re a Ford the finance committee. policy committee the budget committee the scholarship committee the health and wellness committee and the Marlow School Board negotiations committee and we're at Karen a thing has always conducted her duties with a gracious and kind of protist never playing ruffled feathers when there were issues related to the Marlow School District budget and school building as has been evidenced by her commitment to hold of eating a balanced budget and we're at Karen acting has been a loyal advocate for the nurturing of students teachers and staff at Andy Perkins Senior Academy of Marlow and whereas Karen assing has shared her Green Thumb giving her time and expertise and planting the seeds for success in a manner truly reflecting her genuine interest in the town of Marlow its children and the future and whereas Karen asking commitment to education has been evidenced by her willingness to talk with and listen to a flock of community members be coming back there formed as the needs and wants of community and we're at Karen assing has held high expectations for herself and other board members relative to the Bountiful decision-making policy development process and we're at hear knocking and experienced knowledgeable and dedicated she will be missed now and therefore be it resolved that carrot that school district the school district of Marlow and grateful acknowledgment of Karen talking numerous contributions 10 years of service honor Itself by causing a copy of this resolution to be entered into the records of the district as a permanent tribute to miss assing and that a copy of this resolution be presented to Miss a Thing Billy there will be mature blueberry bushes planted by the children and taking care of by the children in character school thank you I love how you even worked in the ruffled feathers their time on the board and what's made it enjoyable is all of the people that I've gotten to meet and work with and not to mention the kids but no thank you I look forward to sitting in the chair and supporting you guys in the future I would add that the document has red will be in clue in the meeting minutes and that is there any other transaction with business that made legally come before this meeting Fraser's last set the timer for all of her years of service and for everything that you've done for the
