eating record and you're good to go sir okay good so the objective today is for us to have the second informational session for the annual School District meeting the intent here was to review Imports of from the residence of Westmoreland on the school district warrant and then have the school board decide whether to amend any of the articles on from there so I'll before going to that go through a couple of ground rules similar to what we covered in the first meeting not a normal year not a normal process I'm still work we're doing things a little differently for those are Zoom most of you I session is not intended to be interactive all participants will be on mute and then I know what this is but this one I think the chat is disabled so that will not work here for the school district desperate to get some background noise coming through I'll take care of it go off for a second you have to turn it back on okay so the agenda for today we are going to review the school district warrant from what I understand we did not get any specific input on the ark and then so as I will go to article by article and then we will the school board will then I think vote to affirm the article as it is written on the will go to the free articles and then we will wrap up from there any comments from there okay so I can jump right into it article number to the operating budget is to see if the school district will vote to raise an appropriate the amount of 3 million $141,164 for the support of the schools of the payment of the salaries for the school district officials and agents and for the payments of the statutory obligations of the district this article does not include Appropriations contain in special or individual articles address separate it requires a majority votes so we did not get any any any input to this article do you want to handle that on and whether there's any reviews this article so Dien what we would do is we would move to approve the article has presented get a second open discussion if there were anyone that wanted to make an amendment on the floor which can only be the members of the board and then take a note hey I moved to approve Article if the district will vote to appropriate authorize the school board to transfer up to $5,000 of its unassigned fund balance if any remaining on hands the end of the fiscal year June 30th 2021 to the special education High School tuition fund established by the voters of the district on March 16th 2001 for the purpose of future year unanticipated special education and or high school tuitions or take any other action relative relation there to the Westmoreland budget committee and the Westmoreland school boards for Fayetteville action on this one article actually Pete you said that was star purpose of repaving of the school parking lot and basketball court if there is an insufficient undesignated fund balance as of June 30th 2021 Define misappropriation the remainder will be to be taken from the capital reserve fund previously established borders on March 16th 2001 for the purpose of major renovation reconstruction of school buildings and related cost or to take any other action relation there to the budget Committee in the school board recommend this article majority vote is required okay so I make emotional move to approve article 3 as presented second second any discussion special education High School tuition fund previously established by the voters on March 16th 2001 for the purpose of paying future your unanticipated special education end or High School tuition or take any other action relation there to this some to come from the June 30th fund balance available for transfer on July 1st no amount to raise from taxation if there is an insufficient under the designated fund balance as of June 30th 2021 funniest appropriation and the probe in article 3 parking in the parking lot repaving article 3 of the 21st with any additional Surplus to be applied to this warrant article the budget Committee in the school board recommend this article majority vote is required right I move to approve Article 4 as presented packing any discussion I think what I would just say you know from my perspective I just want to make sure we're transferring here with the folks are out there if it wasn't clear the way this going to work we are anticipating a surplus not of this year's budget we would use those surplus funds to do the parking lot repaving which we've been talking about for a couple of years now by adding that to the capital reserve fund that would allow us to do that project at the same time the basketball court needs to be done if there's additional funds up to 25000 then article for get paid out and goes into that tuition fund which has as described in the article for a house social support we have on unanticipated changes so I just wanted to clarify that for folks NOAA weather discussion Rob I think we're ready Brokaw sure thing Dean a little summary here where we got covered School District warrants available in the sample ballot for Matt on Broadview know when we'll have that finalized and post it I'm sure we'll have it up and ready by tomorrow till Friday so we'll have that were posted Friday in the sample ballot for Matt and then the next steps for the the residents of Westmoreland vote on when May 10th in the school gymnasium a little background on the voting I want to make sure that we clarify this for for folks that are on the call and or going to look at this later is EXO on March 10th from 11 a.m. to 7 p.m. person in the school gym three five separate ballots that we will vote on at that time Town elections School District elections the town warrants the town bond which is the fire station decision which we just cover the first question on both the town and the school district warrant balance will be to approve the use of this alternative process it's outlined in HB 1129 which were doing right now that you informational sessions in the paper ballot for the warrants if he's optional procedures are not approved by a simple majority all the other Warren articles share share BBM disapproves this if the doctor is not in the election so any all of the subsequent Warren articles are disapproved if we do not pass by majority vote the first question on the ballot if y'all so procedures are approved than all the other boats on a warn article should be deemed the final another meeting so how Ro. Vote comes out of each of those articles that's what the final decision is on those from what if we don't pass the operating budget or if we don't pass the the first question the governing body made vote to convene another meeting prior to September 1st to adopt an operating budget or adopt a previous years operating budget and I know the school board here as a contingency plan in place to you know if that happens to to call another meeting relatively soon after the March 10th decision we will have Drive uploading available that'll be simple for folks that do not want to come in Fortune building so we have the opportunity to do that that's a wrap for the next next steps for this and that's the rap of what we need to do is get accomplished today for this the second informational session funny comments tea I don't have any I think she's a marvelous job throughout the to zoom sessions we're really not a journey tonight we're really recessing until the end of the voting on the T if I'm not mistaken is that right I don't think so I think this is that these informational sessions are are purely informational at least I was not that I've known that we have to know where recess okay I was not aware of us having to keep anything open okay all right that's a wrap thanks everybody appreciates time 15 min enjoy the rest
