end we are now recording in the meeting is yours Madam chair at 7:04 p.m. this evening come everyone we're going to begin with agenda item number to which is the annual district meeting procedure and warrant articles and I'm going to have superintendent Malay review the meeting procedure before I head into the war Nordic excellent thank you very much this is been a this is been a huge collaboration with many of the people who were on this Zoom meeting right now as well as some District scuse me some districts who were in a similar situation as we are in Chesterfield District bow and Conway have facilitated the same type of process I'm pulling this together we have been collaborating with the attorney who assisted both of those districts to make sure all of our T's are crossed and their eyes are dilated and so we're meeting here tonight to go through the procedures for all of the voters who are watching in and we will make the recording available for those who want watch it later so that they have an understanding of what it is going to look like tonight's meeting is also meant to reintroduce if you will the Warren articles were covered during the public meeting of the public here prior to going into the covid-19 response the stay-at-home order from the governor and and just reefer millier eyes everyone with those anyone who would like to see the documents that would have been presented district meeting itself can do so by going on to the Chesterfield School website they are under the resource Tab and you can find them rather easily I'm at website they also have hard copies available at the school for anyone who would like a hard copy and Sharon just give me a nod if those are being housed outside so people don't have to go pick those up yep thank you are being housed outside of the building on a table and anyone can go and pick up those materials at any time that they would like to but during normal school operating hours of 7 a.m. to 3 p.m. so tonight we will present the Warren articles they will be no public, tonight we will open up the public comment for people to be able to submit their their their comments for the school board the easiest way to do that is to you what is the email address that was included in the instruction that went out in the mailings and is also available on website it is CSD underscore warrant sau29. Org CSD representing Chesterfield school district and so folks can submit their comments after tonight's meeting for the board's consideration when they need again on Friday you may also telephone your your comments to including to the school at 603-363-8301 or if you prefer to fax you can fax it to 603-363-8406 it is helpful if you begin with your name and street address and Chesterfield and then put your question or comment that you would want the board to consider when they meet again on Friday at all if you can do all of your questions in one commune Jason but if you feel that you want to ask something after you've already submitted that will be welcome as well the question in comic. Will be open until 9 a.m. on Friday that point in time we will compile all of the inputs to be ready for the board to consider on Friday evening at 5 p.m. and a very similar type of form such as this that we're doing right here now the board will do all of the input that is received and then finalize the ballot that will be available on Saturday morning at 2 p.m. when the moderator opens a district meeting for the drive by voting the dry voting will take place in two locations we are asking voters with the last name that begins with a through M to enter the school driveway and remain in your vehicle and they will copy any access to the school building itself voters with the last names beginning with n through Z are encouraged to enter the town office driveway from the office end and proceed along the outside perimeter tour the school drop-off why way and also remain in your vehicles for those who are going over to the town offices Please be aware Fire Equipment when you are exiting that's what will always need to be able to keep one lane open at the entrance can you come on to either voting site the first stop you will display your license against the window of your vehicle suit to facilitate the check in there will be people at both sites who will be able to look at your license and it should it should be the licenses of every registered voter in the car motors must be present in order to receive a ballot you will not receive a ballot Just because you have someone's license they must be on-site they will review the check the registration and ensure that you are a registered voter if there is more than one registered voter in a in a vehicle they will put a little card under your windshield wiper so that at the next stop where you will get your they will know how many ballots to hand through the window for the registered voters inside of the vehicle after the second stop everyone will fill out their ballot and then they will go to the fair third and final stop where they will turn it into The Ballot Box after they submit their Ballot Box they will exit and have a great day so to speak the ballot itself will have an opening question which is not a warrant article but it is a question that needs to be asked procedurally that everyone understands these procedures and agrees to the procedures for this drive by voting this will help us how operating budget in place before the fiscal year ends on June 30th presuming that everyone agrees to the procedures and and votes favorably on the budget you know when that would be very helpful, but if that first question does not receive a majority response in favor then we will not be able to count any of the other boats there after articles so in order for us to consider any of the warrant articles that lead question on whether you understand and agree to the procedures needs a majority vote for us to consider any of the other Warren articles beyond that I hope that that's pretty clear and with that if you have any questions on the procedure I would encourage you to once again submit those to the email address that I shared with you earlier CSD underscore warrant warrant at SAU 29. Org great thank you Rob you are welcome and just to review our warrants are listed as above as as we have in our attachments but I am going to go through them warrant number want to hear reports to hear reports of Asia Auditors committees or officers Chosen and pass any vote relating there two number two operating budget to see if the district will vote to raise an appropriate the amount of 8 million $553,663 for the support of schools for the payment of salaries for the school district officials and agents and for the payment for the statutory obligations the district this article does not include Appropriations contained in special or individual articles articles address separately majority vote is required capital reserve to see if the school district will how to raise an appropriate the sum of $50,000 to be added to the capital reserve fund established by voters on March 5th 1994 this record this article is recommended by the Chesterfield budget committee and the Chesterfield School Board again majority vote required special education High School tuition fund to see if the school district will vote to raise an appropriate of $10,000 to be added to the special education High School tuition fund established by voters on March 7th 1992 this article is recommended by the Chesterfield budget committee answer the Chesterfield School Board majority vote required the collective bargaining agreement to see if the school district will vote to approve the cost items included in the collective bargaining read between the Chesterfield school district and the Chesterfield support staff Association which calls for the following increases in salaries and benefits at the current Staffing level for fiscal year 2021 the estimated increase of $18,491 fiscal year 2022 estimated increase $14,700 fiscal year 2023 estimated ink $15,611 and further to raise an appropriate $18,491 for the current fiscal year such so I'm representing the additional cost attributable increase in salaries and benefits required by the new agreement over those that would be paid at current Staffing levels the board recommends this article the budget committee recommends this article majority vote required special meeting shall the school district if warrant article number 5 is defeated authorized the governing body to call one special meeting at its option to address warrant article number 5 cost items only majority and finally to transact any other business to transact any other business that may legally come before this meeting those are our warrants so Madam chair I was a little tardy and delinquent on pulling this up on the screen for everyone to see so it might might not be a bad idea to go through it one more time just just the highlights of the the articles that you read so that folks can actually see you are going over there I should have called and asked you just to hang on for a second star the same words that were presented in February public hearing of course we open to hear the reports the number to Warren article is our operating budget of 8553660 $3 number three is our capital reserve fund we are requesting a $50,000 raise in appropriation number for is our special education High School tuition fund we are requesting $10,000 be added number five is our support staff contract the collective bargaining agreement stating an increase for 2021 $18,491 and looking ahead at years 2022 and 2023 with estimated increases as well for information purposes warrant article is with regards to a special meeting which can be called if there is defeating on article number 5 which is the collective bargaining and the final warrant article is to transact any other business before the board at district meeting thank you superintendent Malay for putting that up on the screen for everyone and again this is the same words that you love had access to and for the board these are on your drive so I apologize I'm going to share my screen one more time just to show folks who are watching in how to get that document as well as the other documents that are available thank you all right so if you go to the Chesterfield School website which is sau29. Org you'll come to this page here you can spend some time watching the pictures scroll around if you'd like to but if you go under the resource I'm doing here the very first item is a Chesterfield District meeting documents you click on that it will open you up to a drive folder that has been established for the purpose of this district meeting so that you have two documents in here the first one the one that has the procedure spelled out it also includes the email address the website the zoom meeting links the Friday directions and the annual meeting for Saturday with more specific directions there for everyone that's all there so that people are not misguided or misled and then the very bottom of that document is the art articles as read by Cher Cordell the other document that's in that folder is the Chesterfield District meeting handout that we would typically have printed in available if we were having this district meeting in person this is also available if you are a hard copy you can go to the school and get that or if you don't need a hard copy you can simply access the same way as I just traded before and it has all of the breakdown of the budget as we always present that for you so it should look familiar for those who have been coming to the district meeting for a number of years and you know I'm not going to go through walls play Pages here tonight it's there for you to review at anytime you would like so there you have it the comment period will open officially at any point if anyone wants to submit comments you know those are the options that you have do know that there will not be anyone at the school to field your phone call outside of the regular operating hours 7 a.m. to 3 p.m. that was probably the preferred method but if you don't have access to that you want to make sure your comments are received you can call them and during normal operating hours or by fax and I'm sure the wonderful people over at the school would accept a written submission as well if you so desired. For comment on Friday morning at 9 a.m. to allow the boy enough time to digest all of the comments so I just I didn't want to forget to pop that in there cuz that is not in the instructional documentation that is correct need to close the comment. At that time so that we can prepare for the Friday evening meeting and make sure that things are organized for the for the school board to be able to suitably in an accurately go all of the input that is received so just want to make sure that everyone's clear on where to find the information and how to move forward anyone from the board have any actions for myself or superintendent Malone we also have moderator Gary win as part of our meeting tonight and it is essentially Gary's meeting so we're doing our best to make everything work under these but if you have questions now that are operational and we can get them to you quickly that would be fine otherwise I'm happy to take individual request from the board members for information as well would like to make a couple comments Madam chairman of fight at your discretion please I'm just a couple of dishes as you approach station with your license if you could hold a license in your hand with your arm outstretched out the window or in the the key play something coming in from the school you'll be on the will be on the passenger side of your car if that's the case if you could reach proceed as far as you can so that we can look through you in the envelope in the passenger window so we can look through and attempt to keep social distancing as much as possible that would be wonderful we would appreciate it if you could wear a mask our people will be I have mask on and it have your ID ready before you get there most of us will be sitting on our wallets or Dare person call when you get there and be prepared it will certainly facilitate our moving people through the line as fast as possible and as you go we're going to attempt to keep a single line going through if I I do have a but why can't I can't screen share okay I basically the school will be coming in the regular driveway just for the tennis court you'll be checked in and we'll keep a singer find possible Right Around the Rotary will be dropping off your balance on the backside of the rotary and then driving right back out of the driveway Gary you can share your screen now I will try show me a picture of the traffic pattern that will be passing around at the school Tommy and go right around the outside if you need to pause and to fill out your ballot I'll hopefully you won't be trying to do that if you're driving Eastern leaves the parking spaces or just stopped and just ask people be patient cuz only 5 articles to to deal with and if you come prepared hopefully with the information that we've given you tonight a few moments to check those items off and move on to where the balance will be second one I would share those of you coming in the other part of the alphabet which would be the town office town office building will be using the second entrance to the office building the one you would commonly used to the town offices you'll be checking in just a few enter the back very back side of the parking lot this will keep the a fire exit right here for the fire trucks you then as long as we have a sink maintain that you'll pass through the side of the rotary where you normally drop your children off and if you have children in the school and will be depositing the ballot over here in front of the the Ogden house necessary to see people moving will be splitting it and you'll be going both sides is Rotary and I just asked you take care on re-emerging right after that we will have someone here where the police department entrance is we're going to ask that we try not to block this off today I have need of Love responding and so I will have an individual there to try keep that open and keep in mind that if there is a fire emergency we will we will deal allowing the firefighters to come in through here around the station or through the exit of the fire truck hasn't gone out at so we're trying to keep this half of the parking lot empty during the voting times those people can safely come in and out but beyond that we look forward to having a successful time and I think it's can go well as long as everyone has patience and and just keep your eyes open go around the parking lot for the different individuals and maybe saw her standing there trying to help you and and please stay in your car's I'm attempting to set this office will be no need for you to get out of your car and things will be much safer if we have as few people as possible while walking around where where we have the vehicles moving thank you thank you Gary and for the board for planning purposes I would like to messenger other at the end of the meeting I'd like everybody to think about your availability obviously we would have been there if it were an inside district meeting it probably would have gone a little faster the weenie to be there and accessible from 2 to 4 I believe Gary would like to use at least two people at each Ballot Box from the board we may need to also stay and help count or sort or organized kind of need to know your availability and I want everybody to think about that now and then maybe during other will have a short discussion about it but Gary does need some information so that he can plan accordingly and I'd rather not wait Friday evenings meeting to make that call I think by the end of tonight we should be able to commit our availability so thank you. There's no other discussion on the warrant articles or an item number to I'd like to move on then to the approval of the minutes from April 13th 2020 I have some corrections Jen under the negotiations for Ford reorganization I'd like the words as alternate removed from the end of the sentence we hold negotiations as a trooper under facilities it should just read Nick and Eggo will continue that is also a two-person board representation on that ready and then at the very end of the Menace the last sentence before the non-public there was a notation that we were going to be having a full essay board meeting but it was that there was an upcoming budget committee meeting that I would like board member hockensmith to attend actually asked for everybody to attend the SAU board meeting and those are my adjustments anyone else we could and I know I missed the moment so I'll we needed a motion approve those minutes I make a motion to approve those minutes as amended on 2nd. Any further discussion Jen would you mind please doing roll call on the action items mr. belsky Cornell mystery yes thank you so much moving on to number 4 on the agenda it is the acceptance of the CPS F Grant it's my that we received $1,120 for a Lego / robotics a share I'd like a motion to accept that and then if any questions are principal Dion can speak to that's I'll make a motion to accept it I'll second a discussion time yay any questions regarding the grant Sharon would you like to share anything with us about it or just happy to have it happy to have it in just so that folks know if for two more robots right now we only have one so we have 12 kids working off of 1 this will allow them to work in smaller crew so we appreciate the donation from the foundation super any other questions or comments I just think it is great isn't it the stuff dreams are made of I'm telling you I'm so excited to see the students in accident okay if for no further discussion on Jen would you mind doing roll call again list yes you're cutting out Jen sorry Miss Laskowski and the street great agenda item number 5 is the scholarship I spoke spoke I shared an email with Aaron starting the whole privacy part of it the surprise part of it so I encouraged her to number the applications I don't think we can pick out of the pool this year so I'm going to ask that the board indulge our scholarship call an app and share the number with us for the minutes and that would be awesome go for it tomorrow and I put them up basket so here they are and the number of raw it was number 5 all right so number 5 for the minutes I'd like a motion to accept number 5 scholarship for a submission to King High School make a motion to approve number five I do think just as well discussion discussion for the money to be distributed to remember number 5 is have to move at some future meeting before all day on the record to put that person's name on the record so that some money can go to that first and then the school that It Go Chelsea has to have agenda Arab singing the minutes that says that we approved at the to whomever when it when it stops in order for the trustee of their funds to release exact and superintendent Malay in order to prevent having to have the board meet again just for that is it something that we can do a non-public that we can make the release date just after the scholarship actually announced to the students what I am doing right now on a separate screen is I'm setting up a non-public meeting that I will be sending you in a matter of 30 seconds so that we can facilitate that biz when we come out of non-public we can move to seal those minutes until after the award has been made might take me a little longer than 30 seconds but I'm trying well at this point so we still do need to take a roll call vote on accepting the scholarship motion Jen Miss Cordell yes Miss hockensmith list Lukowski I mistreat okay I know we have some other and it is. Superintendent Malay will be sharing some other with us every year every year that's not true beginning Guinea last year the New Hampshire Department of Education implemented a new procedure with the Federal grant assurances we we have those documents for your review so that you can look at them but part of the procedure and I think this will be familiar for everyone except for Aaron the board chair now needs to initial every page in cosine with the superintendent for each district so I do need to make sure that I bring that up to you during a public meeting so that it will be reflected in our minutes that we talked about the program of the Federal grant assurances keyboard fashion action to authorize you a chair to go ahead and sign on behalf of your bored I will take emotion on that anybody I make a motion to allow the chair to whatever it is princess to sign the Federal Grant assurances internet meetings are. Any questions or discussion regarding okay great on seeing none Jennings and ask for a final roll call for agenda items mr. belsky Cornell yes Miss Hawkins Smith Restless Laskowski chemistry okay and this is where we do have none public so I believe Rob is process someone needs to make a motion to go into non-public before you do that you wanted to discuss board availability and would prevent us from doing that after it's only right in front of me on my nose I'm going to Gary what is your need that you are aware of right now and what would be the time that you would want board members available what are ideally I'm looking for four people which doesn't mean you can't use five cuz I got a feeling it was a hot day I think it's always good to have a spare person in case somebody needs to get out of the Sun for a few minutes or or maybe make a rest stop or whatever so yes I have no problem with it I'm certainly glad to have all five I just I just knew that you would had some surgery and I wasn't sure what your situation might be they basically will be there collecting balance passing balance out meeting starts at 2 ideally I'd like everybody there about 1:15 so that I can just walk you through the procedure that's going on all you really see is my picture in a little blurb that you've had before you tonight just so we're all on I'm bored I want to make this as safe as possible for everyone I think I would come up with some good ways to maintain distance singers as well as possible or if you're out at all probably as well as anything you see in any store you go to at this point so and then so I'm at 1:15 I like having a meeting and then people start to be accepted to the voting will end it will end at 4 provide we don't have a line I won't close the valve box until we stop having people sitting in line waiting at that point what my goal is to move into the skull cap area and that Sharon set up several of the cafeteria tables will spread out on both ends of the table so that we've got again as well operations we can maintain and I can have up to 10 people in the room so I certainly would welcome all the school board to help with that but I do know that there are there are other things in our life scary how many people do you already have from the town that are not school board members so that we understand if you already have like eight people after in order to count then you know you don't need all of us but I want people to be able to understand knowing you have a limit of 10 in the cafeteria how many of us would be beneficial I'm available for the duration I have I have four po456 I have seven people right now that could count I-94 for afterwards Hustle. I could I could use another three people without any question I'm hearing Nick is willing to stay and count I think I'm willing to who said that Amy are you able to stay for the duration I'll be there 1:15 until you told me to go home okay so Nick Amy we could use one more this is where I'm not particularly helpful I think counting would be tough for me I'm having a really hard time using my dominant hand so I would stay if it was just to walk around and help but that is not helpful in this particular scenario so I'd like to know if there's anybody else I can step up from the board and guarantee their attendance to help count ballots to be either Aaron or Jenise like the last hour of the outside and then the inside overlap it okay keep that in mind Aaron thoughts I could be there from 59 by the ballot boxes I probably wouldn't be able to stay for the counting but I could stay until the end of the voting like if there was a line if it's a little bit past 4 I wouldn't it make sense Gary than to have Aaron myself Amy and Nick there at 1:15 and then perhaps have Janine come around 3 stepien towards the last hour of balloting and stay and help count that works at work site I'm hoping about accounting it'll all depend on what kind of turn out with yet if it's a normal meeting size turnout counting going to take a little longer than how to count the ballots up in front of the meeting because we have more items to worry about but I think I think we can put in place a couple procedures at hopefully we will live not keep us are for the terribly long and then I know I doubt the great my biggest concern. I'll stay there till about done but the biggest concern is is during the voting I just I want that help and I'd be great for the four of you to help during that time will the market be cleaned up and all by 1:15 any traffic is a sweetie I'm not sure I was up there in a meeting at 1 on last Saturday or acts as their 1:45 and there was not even a drop of bread they're all gone at that point that was my only other concern questions regarding the process for Gary while we still have him before we go in a non-public one question thanks Gary sounds like a very good plan it's very about as safe as as one to do it I appreciate that what about to have vehicle I certainly am not going to stop anyone from voting again I guess I would hope that they would definitely have met us with an MRI listen to us as far as a social distancing in the I think we can probably maintain as much space without a vehicle is weekend with I would just want to ask them to be as careful as I can as far as the traffic is say and we could we could we can accommodate somebody without a vehicle I just don't want people to decide to park over in the town Town Hall walk-in just because they don't want to stand in line but obviously somebody doesn't own a vehicle or that's there and their only means of transportation is walking I'm not going to use that as a reason for the voting the toughest part will be if someone comes in and does not have some form of identification if we know them were perfectly fine but identification is is not I don't feel required by Statute for this type of election but it is it is very difficult is that are in place for someone who can't provide it identification in the type of environment we're trying to work with with a non-contact and everything else I would hope they had something for identification or even if they can bring their electric bill so we know where there's something that we know we got a pretty good idea can't cancel. somebody there will no one but between the five board members and then several people have their good question X thank you all right I think we're good to go egg is mad at me because I played a joke on earlier to oh yeah he did I guess I have three questions total Gary do you need additional people to help with traffic control and if you do are there requirements tend to be registered voters in in the district or or can I utilize School staff ask School staff to volunteer central office staff to volunteer to assist with traffic flow so that it is safe for bees safe as possible and if so how many folks might you want so that's one question the next question is should we be preparing some type of signage with directions are easy to see when people are you know 8 a.m. go this way and dizzy go that way so that they're not kind of getting to the point in saying which way do I go which way do I go you know we can have that the time just to make it as seamless as possible and then my third question is with the three different stops in the forecast kind of iffy on Saturday the need for cover for 4 people's Manning those three stops will probably need some additional tents now I do have a plan B if we need to get there but I'm wondering if there are 10 no pop up tents that the p what working can stay under to keep the rain off of them if it does in fact rain if people have those you rock you are awesome way ahead of it but anyway if if there are tents in town that I don't have to dig out of storage to get them carted over and set up and then broken down and put back in the storage if there are in a little pop up tents that people might have or nope who have who can bring them over whether which would be a little bit easier and seamless to do but I do have a plan B if all else fails so those are my three questions and you already answered question too so I'm just going to cry so clearly you got to see some nice signs excellent you're muted Gary you're still muted buddy I'm still up in the air, corner is that gone completely I may try to get one more sign at the Corner mall Chesterfield round 63 point both ways but I got these definite are going to happen Sharon is working on tents at the moment she thinks that they built 1/10 I don't know if the SAU or I mean I do have one other 10 all lined up that I can use looking at 4:10 total at this point I'm going to actually somewhat combine the ballot hand out and the check in pretty much in one location so I've done away with two tents there so I'm hoping that I can make it work with just the four tents and so I've coordinated with Sharon. the SAU has some stashed away than well that's that's The Back-up Plan Gary you know because we'll have to dig those out of storage give them over there there are property exchange things at will to make sure we do because you know they belong to a district ID in that's not impossible to overcome my my question was if there if people in this chat no other folks who might have pop-ups can just pull it out of the garage and set it up it would be I have one I have a 12 x 12 I may be able to put my hand on my 10 by 10 it might have disappeared when I loaned it out a couple years back but I have one for sure sounds like that I'll bring it at this moment and I think I I think I've got one more at the board last weekend I believe I somehow as well so I think probably tense since those don't belong to the essay you just leave those alone but I think we can get Hands-On 10th just stuff you'd like I'll bring a couple of patio bricks with mine so that they don't fly away we want to think about that too I'm planning to bring cement blocks the route to tie him down with I'm hoping the I'm hoping to blocks for tent will keep them in place I've got to many more than that so I know I know I know I got cement blocks here at the house Esther traffic control knows no reason to Traffic Control would have to be registered voters Curry has more people I won't say we couldn't answer and leave prison stupid is there working and and wanted to help her share is there I've got somebody lined up in the fire department to be by the police department entrance keep that clear by the police depart is on board with this so I wouldn't be surprised if they're not busy will have an officer wandering around and I also have it I'll get you a second I also have but I do have we are going to be bringing if if if we need to break into lines like I do on the diagram it certainly could not hurt to have a couple more people there and I'd have the school name boxes school probably does have vast I didn't think to ask school for best like I did go to the fire department and they were going to check out some some spare ones and maybe weird news thanks Sharon thinks she's probably got all we need there so that would be my big requirement is that they have to pay rent fast so they're visible possible have a question for ya I will voluntold my husband cuz he has to drive me there anyway yes to put the pop up 10 up anyway and he's passed Matt fire nuclear you don't have to worry about anybody directions he's going to have to stay anyway so it's just an extra body that understands procedure so that's one more person for you I kind of forgot about the two lines but we might want to have Sharon if you have some cones good idea already right well I've already talked to the highway department and put a requisition in for everything they own and I have spoken to the police department so I've got I've got my hands on just about everything those two bodies have the school's got some as well that would be wonderful label everything Sharon stop sounds good okay I feel like we got a lot of logistics out of the way I really is everyone stepping in and stepping up on thank you rob for the thoughtfulness from central office and just the additional thinking around again these are uncharted waters and we haven't had to do this before and it's it's it's a lesson in learning for all of us so much appreciated everyone's efforts when the town does are 11-page balance wasn't your ballot that's going to be a cell phone yes yes yes is there anything else from the rest
