sport to officially there we go we are now recording the April meeting emergency meeting of the Chesterfield school book I'm the superintendent Rob Malay and what I'm going to do is a roll-call so that we know is in attendance remotely for this emergency meeting when I call your name just say here Amy here Aaron here Janine and Nick are also joining us for this meeting is the school principal Sharon Dion I'm here superintendent Brian Campbell the business manager Scott Lazaro and our administrative intern Nicole I'm also on this on this remote meeting platform is our stenographer Jackie carry I can see that you wear she has indicated that she's here so when that will go ahead and move on to the first item of business the first item of business is to elect the board share so with that I will open the nomination for the chair of the Chesterfield School Board I like it do you accept that nomination thank you very much is there any other nominations for the position of board chair for the Chesterfield School Board being that there are none go ahead and close the nominations and all votes in this type of format need to be done through roll call so when I call your name please indicate your son or your Descent of the of the motion Amy I support so that would be an i Janine and Nick are congratulations and I am turning the meeting over to you great thank you and welcome everybody let's move on then with our board reorganization in our Google Drive we have the layout of our committees Indian way to go through that sorry I can only have one thing up at a time I can't figure out first is the vice chair is there any combination Janine hockensmith for that do I have a second I second that I will take care of the second any discussion Island that we can just go through the whole thing I'm sorry I lost my train of thought we can go through the whole org chart as I read out the committee's if you have an interest maybe the thing to do would be to put a hand up or two you know just just so we can kind of move through it since we're not together thank you Rob lock the SAU 29 uniform we are members of the essay so we don't do it is a full board commitment looking at committee work we have the SAU advisory and the alternate it's the chair that goes as The Advisory Board rap and the alternate it tends to be the vice chair but in lieu of either of those people anybody from the board can attend the committee upon their designation I'm moving on to the area board which is for the high school Amy you have been sitting on that if there's no Jackson and you want to continue I want to make sure that you have that opportunity to weigh in is there anybody else that wanted to sit on Anna Maria because the second for that committee is no longer on the board so we do need an alternate Nick will be the alternate for area for the New Hampshire School Board Association which is held once a year in mid-January up in Concord Nick has been attending that for us again I'd like to offer to Nick first if you'd like to continue it's fine I can go and do that if someone else would like a crack at it it's also find it some interesting meeting a gun with you on your as well which is also good send it to board members show up if you want is there anybody else that would like to be on the delegates assembly for the coming year okay Nick you are large-and-in-charge he'd just need an alternate is there anybody interested in doing that I could probably do that that's not until January right erected willing to try that as well great so Aaron will be alternate for delegates assembly state board and committee it is 18 committee we do attend try to attend so that we have the ability to see what's happening on a broader picture with their middle school especially with the high school is vast and Nick Hazard and again kind of asked part for the car Nick would you like to continue doing it if not is there someone else you'd like to step up as basically people report out and listen to see if there's anything that concerns just feel stool the frequency at which that comes up is quite rare but it can be some interesting meeting I'll have been entertained before and it is nice to know going on so I'll be happy to do if no one else wants to go for it but it's also fine it's specifically for meeting tomorrow for 5 meeting the year okay it sounds like Nick you are going to be your primary is there someone that would lie service alternate it is an evening meeting usually the Tuesday or the weather Monday thank you board meetings the Tuesday okay if not I will be the alternate for the key Ned committee we have us down as full board which actually makes a lot of sense and if you can't go Nick then kind of reach out to the full board and we'll see who bites house that finance committee bills and manifest if you wouldn't mind I'd like to jump over this and until we hit budget committee I think it would be helpful to assign that first and then go back to finance committee okay we do have a negotiation coming up next year correct Janine holding down the fort to get with her legal expertise on negotiations and if no one has enough then I would like to throw in my hat again to sit I think reputation is the key here we've built a pretty good process and I'd like to see it continue going into next year the board feel about that okay so negotiations will stay as written for teachers there will not be a support staff negotiation so we don't need to fill that policy, we have probably going to have a new schedule attached to that and it will be dependent upon central office availability as well as which board members would be serving on that committee it is order to review policies both new required and old needing updating is anyone interested it's been Janina myself for a couple of years and I don't want to just anybody else being involved because I think the schedule will change okay hearing no no comment I'm going to say Nina and myself will stay on policy committee we don't really do a staff liaison but I think it's important for the school to have access the staff to have access through the board when they would like Aaliyah's on present but either a staff meeting or for any other reason that's been about the extent of it and I think as a full board at least it's open to our area of expertise or involvement On Any Given request so I'd like to leave that it full board the scholarship and financial aid we will need someone to step up and take that the responsibility is basically to blindly pull the scholarship recipient out of a hat at our meeting and then to hopefully G at the June scholarship presentation night at King High School in order to preserve our scholarship you know I was going to say I'm happy to stay as the alternate I don't necessarily need to be the committee person but just to help whoever takes it cuz I have all the forms and letters and all that also I have a vested interest in who wins the scholarship this year what I really love about a position like this is you need someone who's done it before in order to do it right so Aaron I would love to see you take that scholarship Marion and Janine you will definitely be there to get her through all the rest stops the first time around other thing I would just add is an I can talk to Aaron about this but if if my son doesn't win and if they do have a presentation I wouldn't mind presenting it this year because it is kids he knows and I have known for forever and it would be kind of fun to actually know the person who's won so absolutely is the team as long as the board everything gets taken care of I'm happy there's also been a question of whether or not the vocational scholarship can be distributed again because there may the funds there and my understanding is it's all being looked at so I could be too we'll have plenty of time to review all of them not really for this year but according to the high school guidance office okay out of the Selectmen liaison now my name is there it basically entails reviewing selectboard minutes for anything that may be relevant or impactful to school or something that we just as should know as an FYI and in some cases it does mean going to a select board meeting in order to get clarity or give Clarity I would like to know if anybody would like that mostly it's 99% reading their minutes I hate do so I'd love somebody else to do it I could probably do that if you could if you wouldn't mind walking me through maybe the first couple of I will take you through the tulips absolutely facilities safety Nick bielski Cordell high-flyers first what else wants to work on I feel this is where my expertise is where I can do my best work for the building but on someone else would be interested in I wouldn't be against give me someone else's shot but I prefer to do it I think that's what I drink this and I hearing that I'd like to defer and ask the board to support them and I would like to continue as the second person on that committee both facilities safety and finance bills manifests are required to board members in order to it is part of the subcommittee designation so there will be two of us on it and if no one else mine's I would like to continue working with neck so we will continue with that hearing no objection we are now at budget committee if everybody turns off their computer and pretends they have a problem now I'm going to be seriously upset but I'm also going to make it clear I know this is can be a really difficult assignment and I want the person stepping up to be aware of that and to feel confident going in not necessarily that they understand and her know everything but that they can work with the budget Committee in bringing information back and forth and can comfortably present our budget in March for Year anyway I would say it's been nice knowing you thank you so much I will happily serve as her alternate and I had 10 most of the meetings anyway in order to backup and no what's going on thank you Jenny for stepping up its it's a thankless but it's it's really important and I think there's actually a great camera Auditorium place right now so let's just keep keep what I want to do for moments and his jump back to finance committee on the first page Janine you need to be on finance committee for the very purpose that you are budget committee rap the board has no objection I would like to sit as the second person on that committee thank you okay so it will be Janine Hawkins Smith and Edge of Cordell on finance committee bills manifest and now will bounce right back down to quick question Rob we skipped Transportation liaison do we need that now going into a new company and a new contract would that be a prude but use of a committee I'm not really sure that you're going to need that but many concerns can be facilitated through Scott as he says the direct liaison to the transportation provider perfect Danielle Wilkie we'll just keep that blank like we have in the past is fine okay Chesterfield Public School Foundation we do need a liaison Kathy Harvey what's our liaison. She also set on the CPS it is very important to have someone from the board there to communicate back and forth and to be aware of the grants that are coming and going and some of the questions that come up they've had a lot of so it's important that there's some consistency from the board perspective of attending who would like to take that on there are times of the year it's very quiet and there are other times of the year they meet with frequency nobody huh I want to call it full board and rotate yeah I know I'm going to think she is like a one-man show I wouldn't I'll take cpsf and and I would like a full board for alternate in case I cannot attend removing on we have the PTO or in general we have full board for attending and I think Amy you've been pretty steady but being one that's shown up otherwise it's more of a we look at the minutes as well. I wonder if as a suit at school you would like the opportunity to engage the PTO from the board perspective a while when does it do you know I do cancel the chair in here if I can come back I've been sharing my screen so you can see we are at on Thursday evenings you can call the full board for now and then I guarantee you there won't be a meeting that needs to be attended to until the new school year under the the way things are right now so we have also I think about maybe and we can see how you're doing in the fall and and how you feel about that but I do think it brings a great perspective to the PTO when they know that they have a parents of young students on the board as well as I think it's a great relaying and sharing of information so I would that I cross my fingers that that would work out health and wellness I have been sitting on this week at 7 in the morning on Wednesday month sometimes two Wednesdays a month I am happy to continue doing that if no one else wants it I can't do it I'm not even to get anybody else a chance and I really love it technology committee I know we don't really need I don't not sure Rob how do you feel about that is it something that we should be looking at as a rep to nfcu level initiative when needed twice the building group so I think it's great if if the committee is being utilized I defer to Rob on that one I would suggest that you keep that committee and play current circumstances in the need of technology that were learning through this remote learning structure not be the right time to disassemble that ok Google open as long as I've been on the board and never once Spell notified of a meeting email but it's occurred during the school day most of the members of Staff members but if they were during school day time info unless we utilize a remote meeting like we're doing right now that doesn't leave a lot of us of this available I am available not necessarily in love with technology but in love with the idea of making sure everything works and that the initiatives that we have in place can be fully supported so I'm happy to take that off but knowing that if the scheduling changes I would expect any other board member interested in available how to say hey I really want to attend that for the purpose of liaison for the board I think I'm fine with that I'm just going to go in covering for people when they're out I've had to go budget committee half a dozen times probably and then two other than four people exactly I think that that that's what works so well with our boards I think we all step up and cover as much as when you can when someone's unavailable so I'm happy to put my name on that line but I have a feeling it will just be me and you know I think others will be in attendance at a schedule dictates as of now that's our entire reorg don't believe there's any new committee committees that have been added or we find necessary so I we need a motion Rob to approve the reorg as a home okay anybody approved as listed I'll second Aunt weather discussion all in favor I close we've been reorganized to do all of your votes by roll thank you okay I called the roll call you are next okay we can move on to the approval of the minutes from March 9th both regular and non-public I take emotion right now don't they still move can someone second anybody perfect any changes Smith's directions hearing none all in favor approval 2 minutes both regular and non-public March 9th 2020 call Janine Aaron's IMEI Nick I'm not sure how this work this is where Scott's but I did look over all of them Helena has made a drive with the entire packet in it I think it's great I'm not sure what the next step is though. never done it so Scott are you handy I am right here okay tell us what's going on with Delta manifest and how we need to work it from here on out every summer we custom motion that allows one or two board members to sign the bills and manifest with the entire board doesn't have to come in every month over the summer so with the pandemic and a stay-at-home order what we would like to do use the same exact but instead of having the individual come into the office or individuals we here at the accounting office we're going to create Google drive with all of the Manifest in it that will be shared with all of the board members every month the Cold War can look over these manifest in the payroll manager plus direct any questions to myself when I walk only answer them and then hopefully he one or two board members that are going to be signing those manifest can print them out sign just to cover sheets scan those sheets back in and email them to me and will mail the checks for you that way the full Board gets to look at all the bills and manifest have any question answered but no one has to go out questions. I know there's a way to do electronic signature through the dock when you go to certifications it's not just like through editing it's a annexed earpiece and it authenticates it with the date and the time is that about add signature for these or no I would say so because I'm going to have EMS 22s to send out to all of you very shortly and I can get all of you just a DocuSign that in the deal is the dra will accept that and then the other alternative would be I know essential office has set up a table at the entry second entry door with packets relevant and necessary for our signature access for those of us who can look at everything online at home but don't have a printer and tired of fighting with printers and spending all that money is it something that if you have your to finance committee members available to step in and sign the bill to manifest monthly after electronically reviewing them is that an option for us to do you can do that if if you don't have a printer and you want to come in I can put those on the table that is not a problem for a finance committee how do you feel about I don't know if you're working completely remotely or if you're I mean I'm old going out when I have to but I had to sign something at central office and I felt okay doing it I still working at my office basically alone but I am going I know how you are with technology and it's the I said it's me and I'm guessing you don't want to print this stuff out either well it'd be easy I can print it out just as one sheet and sign it and scan and I can do that. Hate you I have to go to the office to sign at work electronically sign in at home okay stop this out with you on the side but in the meantime you need us to take action on manifest that are in the Google Drive have present correct correct so if you want to wait until after the new business is completed and then we can I can work with both of you to figure out how you want to do that I am okay with us pushing that off late to later on the after the meeting the bill to manifest right now and move to the business manager report we should have a financial report in our Drive know what I'm going to do so I'm going to pull it up on my screen right now share my screen with the group not show itself wait what happened now you see a financial report at your pictures gone okay send something's changing it says that I am presenting right now can you see my screen still black stop sharing and try again I have I know but I don't know how to show entire screen cuz that works every time I was trying to get fancy how about now thank you self-clean motion to accept and the second I'll second second second roll call Amy before you get into the into the finer parts of that if you could give kind of a brief overview of a Terran you know this is her first eyes on this so we don't want to make those assumptions everybody knows what's going on so if you could give kind of a brief overview of the format for Aaron's purposes and it's not just as an FYI turn that it's more daunting looking than it really is and it just takes some time to get comfortable with it so she's going in slowly freaked out so can you hear me clearly Aaron alright so this is actually a lot less scary than it looks the top portion is our revenues in that is categorized so you have the unreserved fund balance which is money carried over from last year we have local and state property tax money that's a money to school district gets rough raised from the dead property taxes in town you have tuition interest and all those other line items and I won't get in teaching everyone under some of those there's more than one item in there especially the expenses there's four columns you have the budget what we actually budgeted to have what we've actually gotten so far this year today and in the encumbrances basically the difference between what we've budgeted and what we've already gotten what that difference is and if we've got more than what we've budgeted for that shows up in the available call so the only real change in revenues this month is that interest continues to grow old and we had budgeted for which is a great problem to have $5,986 in interest Revenue with only budgeted for a thousand so that's right expenses on the bottom and make up the larger portion of this sheet the 1100 is regular instruction that covers everything within the Chesterfield School basic what's everything to do with salaries and benefits that covers your supplies that covers the electric bill I think that's in there that might be in a different one but everything the Regular Show slumped in there in the same with special education then we have to file Ingles and in some of the things are smaller like speech or side or how are just small substance in we break those out just so that you can see where the money is where we're spending at and then on the far right side you'll see my notes and he's a little notes I make mostly for myself to remember budgeted number of students versus the actual but I leave them on there at the board's request because it's very helpful for them to to know what I know and if you look at the special instruction you're going to notice that there's something in bold large letters it says negative $12,323 special ed services contracted services that is because we actually have less money being promised to vendors now than we did last month so we actually went from a projection of -40 thousand dollars in that account at the end of the year it's only being negative 30 mm so the important thing to remember with all of this each of these accounts and the total will be at the end of the year this is not a guarantee of War will be at the end of the year based on our known entities right now and things do change rather rapidly right now for instance your we're looking at a change in the transportation line of $2,500 because unencumbered money that we had set aside for field I'm not anticipating I was taking any field trips for the remainder of the year so again you'll see that that's highlighted in bold and then we take those revenues projections in the expense projections and we come up with what I think our net available will be at the end of the year and right been sitting at -30 $400 sew it deficit dial Vera I'm going to say is probably going to change in a positive direction to the fact that we are going to start seeing rebates in our transportation just because they are not providing full Services we are still paying them some portion of our contracted amount because they are running food and supplies and doing other things for us they are not running the full route from using the amount of fuel that they are contracted to so they are going to reimburse us for some of those costs are just lower the bill, things like the electric bill and other bills line I know who also probably going to spend so we should be in better position by the end of the year than we are now mr. Scott on the financial report it's moving for if anywhere is any associated with all this remote learning stuff it did it cost anything extra to transition knowledge he's already over budget why did you want to go into the explanation that so about the funds you're so we haven't broken that out of any of the specific budget line items that we already have in place but what we have been doing is any additional expenses that were unanticipated prior to going into remote learning that we are experiencing we are capturing those and submitting those in the event that there will be a reimbursement for any expenses beyond what we were anticipating absent this state of emergency where we're waiting final Guidance with some of the Care Act provisions would have been trickling down there are Provisions that speak directly to school districts receiving additional funding as a result of the epidemic how they can spend those funds and a lot more flexible manner I guess that's what I would say what we do know is that the way those funds will be done first will be in a similar similar manner as to how they disperse Title 1 funds that's not to say we're going to get the same amount of money that we get for title one but our proportion is 5% of the total funds for Title One Across the state then we would get 5% of the total funds for the Care Act funding the school so we're waiting for the allotment numbers so that we know what we have and what will be a utilize that money for but we're also capturing any unanticipated expenses and submitting them in case there will be additional opportunities for reimbursement do your question Janine barsoum anybody else okay so we can do a roll call accepting the financial report Nick Janine we're moving right on it. Scott was there anything else that you needed to share with us as business form the business office question of what the you were going to come in for the other districts that were part of the transportation RFQ and they actually do to the pandemic we had three providers back out and not bit we had first student is a company that kind of small out of Massachusetts that took over for Brattleboro from first to Naples bed and the bins came in for the district's the towns anyway increases between 20 and 60% over this year so there we were told by the consultant to go with 30% and the winning probably will be around 20% and the other ones were some of them over 60% increases on that note we anticipate any problems with our local company fulfilling its bus orders and all that other stuff the new transportation and place for us by the full weeks ago in person with Tam myself D&L transport we've decided to start swapping a contract back and forth as much as we can digitally and doing GoToMeeting so as soon as I get a rough draft I'll present that to the board that but the buses were already being built in mid-winter so that it should be on still on track but have not been made aware of any delays in that aspect great great well thanks Scott don't go anywhere so we're going to move on to the old business we do have an mou I think Rob you're going to present that I would if I had one I thought there was one know that was during our last meeting that was a discussion that that we were going to move forward with but as you'll recall with the last time we met was also the same week we started on this remote learning Venture so I just quite frankly been a little inundated and haven't been able to put any work into that I do think that as we started to make decisions moving forward with regard to April break and everything else as you probably saw me update today that we should be able to make a little progress I'm not moving forward so and just as a reminder for everybody I believe this mou was in response to a request to use teacher Workshop days that happened after the final day of instruction and at the end of the school year as a personal day so we had some drink discussion at the board level and central office was going to work on an mou most likely to be used throughout the district so we're all kind of working towards that together when there's a need to reboot rob you just let the board know other old business I just wanted to add my thanks for the minutes to Kathy Harvey because we didn't get to say goodbye to her properly at March District meeting so in the minutes I would just like to reflect that the board with grateful for her many years working as budget committee wrapped and her information that she would bring to us back from the state legislators office as well as her commitment to the students through her involvement at the Chesterfield Public School foundation and just a tireless effort that she put forward through her time as a board member I just want to publicly thank her for her time and her efforts and as she leaves the board a better place so thank you Kathy and sorry we didn't get to say goodbye if there's no other old business I'm going to move on to new business this is where I'd really like just as a reminder I was mentioning before we convene I think we can revisit the need for continuous board meetings through the end of the school year they looks like under new business we can take care of a lot of things so that we can relieve the duties from central office to having a meet with us simply to do pretty face kickboard business so that's the goal of the evening tonight I I believe through this meeting and any other meetings we have under this remote environment would be considered emergency meetings because those are the accommodations made by the States in order to hold these meetings in this fashion self knowing that I'm going to move on and ask the board we will be doing World calls quick question Rob can we do some of these is a blanket author station on some of them are we need to do everything individually okay so looking at the First new business it is 2021 school board meeting calendar believe we are still scheduled for the second Monday of the month 5 p.m. does the board still feel like we're ready to get moving on same schedule that we've been correct so I thank you so be at the acceptance of a gift I know this one we had a generous donation from new family to the community $1,500 to the I'm not sure Sharon where you're going to put it through but it is was designated to go to needy kids and families through this time or whatever their needs were do you want to speak to that at all on the letter that they sent to me specifically said that it could be used to help buy food for families in need or any costs that are tied into the online a remote learning I'll talk to Scott about how we'd like to set that up whether it's in the Student Activities or in District funds and go from there I'll go ahead and take a motion and then if we any further question I so I'd like a motion and a second please any questions for Sharon or any further discussion the only America is if possible I want to talk to Scott later on about putting Student Activities that way if I need to buy gift certificates I can we typically can't do that to District funds exactly know I did you know and I would also like to see we should send a thank you note from the thank you okay so any further discussion I'm going to go ahead and take a roll call on the Erin Janine Amy and question for the board this is going to be through till the September meeting quite often we very and shake it up so that you know different people can do it over the summer to relieve others of the time commitment or just to have the exposure now with the new setup where Helena and Stoddard downloading everything to the Google Drive so that the entire board has the ability to preview the bill to manifest I'm going to make a suggestion that we have continuity and have the two finance committee wraps responsible for signing the bill to manifest until our September meeting and upon reconvening that that's the normal anyway unless somebody wants responsibility for signing them between now and September I would like to just keep it this way is that something the board feels okay with I'm just throwing this out at you it makes sense then I'm using anyway over the center wind up doing it the whole summer cuz I'm the only one okay I'll take a motion in a second please we need to do that I Of remote learning could actually have an adverse effect on an employee's ability to garnish benefits through other agencies at this point in time right now through the cares at the amount of of of funding available on a weekly basis to an individual through employment is significantly better than what we pay them on a weekly basis in the district and if we were to take an action or move or make a motion that said we're going to require the administration to provide work opportunities for everyone throughout the duration of this test you could adversely impact somebody's earning ability not only for the duration of the school year but that extends through the summer.
