the recording has started all right for the record that this is the Marlow Board of Education April meeting it is an emergency meeting therefore we are meeting remotely and Independence we have Christy ends from Warren also wanting Administration is Perkins Academy principal Dan Cherry assistant superintendent. E Frazier business manager Scott Lazaro and myself super Play Jennifer Sam Parise for the record is our you're stenographer who will be recording our meeting as required by law with that I would like to officially called meeting to order at 4:04 and looking at the agenda the first item of business is to Alexa boardshare so weird that I will open the Florida nominations for the board chair I would make a motion to nominate Christy as board chair if she's willing I'm sorry Kayla was that a second yes so we've got a first and the second Christie do you accept that nomination I do all right so just admit in the interest of being efficient being that there are no brother. for the position aboard share I'm going to call the roll call vote which all of our votes in this manner need to be so that they can be recorded accurately all those in favor of Christie for the board chair please in straight when you are called by saying I Karen Kayla Christie we have a chair in the meeting is yours once again Christy so you might want to go ahead in the lecture vice-chair yes Mississippi yeah I don't know myself why are you sorry all right you have a first in the second Madam chair is she going to accept or do we have to roll call already and you do have to do a roll call vote mrs. Eng yes so that would be it that would be at has everyone in the board reorganization. That was in the drive has anybody had any objections about positions that they held last year they wanted to just continue the way it's set up we could just follow up with that that's fine with me I think that makes sense to continue Karen did I hear you move to your gas presented all right when we take a roll call vote now or do we need a second I need a second on all mode Miss Julie I Miss May I as as presented for the reorganization awesome all right so next up would be approved the minutes for March 12th 2020 regular make a motion to approve the minutes of March 12th regular I second the roll-call all in favor would be mixed to send I miss you lady I miss miss I excellence and now we have bills and manifest family make a motion to accept approve approve as presented so we do we still do that I believe Scott sent out an electronic copy of the Manifest for everyone to review ahead of time know if there was a motion to approve in a second we could open discussion in case there was any concerns I don't think I got did it come through email I don't think I got it so if anybody else has been the numbers go ahead please don't worry about the numbers will get those two Jen but the overall effect I believe the sent to you I know I can get a manifest I got the business report I didn't get a manifest tell Michelle I was going to email out the copies of the Manifest for the the the bills this month did you not get that Karen did you know you'll see if I can grab them all right why don't we jump to something while Scott's next as well email the finance report is in the drive is looking much better $50,000 better hopefully we can do is get that sent to himself and he can put it up on green for everybody Drive we move forward if not it is not set up I'm going to try to find it right now thank you so that document can you just present from your machine yes I can so while he's looking for that why don't we skip ahead to the financial report and I'll kind of speak a little bit to that and if I screwed up Scott will in a virtually give me a slap in the head I make sure that I don't screw it up too much but we usually start with a motion to accept the financial report April 1st 2020 does everybody have that that they're able to view or do you need that pull up on the screen I have a copy I have mine I have one okay great so looking are financial report movement more interest than we had budgeted for which is always a good sign up for another meeting with shows that I have to be looking today so there's a little bit higher than there was last month going down our driver is the option long with has increase from middle over 60,000 to almost a hundred thirteen thousand main driver for that Scott would be well we have a placement that has moved from one to another we haven't got the new bill so it's showing my show unless liabilities and we actually have but besides that, everything else is relatively actually it is exactly the same so you'll see that your net available from last month to this man has gone up drastically and if you have any further questions with regard to the financial report I'm sure Scott Dan. ER myself would be happy to try and answer those for you and thank you SNL I need a roll call for the business report financial report fso the business financial report Michigan is it really miss miss Joelle Scott continues to look for that and he'll just jump in when he finds it the old business I'm going to recommend we do that and non-public and I will pull up a sheet for you to view while we are doing that and if you wanted to begin the items under new business we could start with letter A under scholarships for that you know what Dottie correct correct me if I'm wrong but I movie action for the scholarships has to do with the extension that was given at the high school for students to apply for them yeah and I don't think that the extension lined up with a regularly scheduled board meeting is typically we would have that completed but because there is an I don't think it aligns with what would be a regularly scheduled meeting so the I'm not sure what actions we should take or consider taking unless. He had a thought on that now I don't I think we just got to wait and see what happens with the high school and their timelines extension what we would most likely recommend is that we I wait for that extension to come to a close and then there's that time look at scheduling another type of emergency meeting such as this if we are still in the situation that we're in what is the what is the date of the extension you know I don't have that that's my head out Kingdom through the board just so he has the date as well yep how do I mute myself dinner time scholarships is either May 4th or make Smith first week of May so typically our meeting would be scheduled for May 4th so what we would recommend is that after the closure of the scholarship extension with the first week of May that we week being an emergency needing to be able to address the scholarships for Marlow students attending to the high school and I am and you know I think you know that could change depending on you know whatever okay with that document now so it is what indeonline drive I have the actual folder physical folder must have been picked up by the treasurer for the town so at this point all I can say is I will have those put into the drive folder and emailed to the board tomorrow if we go ahead of is the agenda stay with the wisdom of the board members to two individuals be able to sign it they can review it tomorrow and when they all agree that it's a Weber's decided agrees if it's okay they can send it back to me we'll get it out that way but right now I do not have access to it they did not put it in the garage I found the folder it's just empty so yeah cool checks Imperial been picked up okay I think that works too and the item further down the agenda that will sure we continue that business so sorry about that folks we wanted to get you a an electronic copy of what time it's just been absolutely Bonkers everyday and sometimes we miss a thing or two thank you for your understanding really appreciate that the next thing would be the board meeting calendar what day will be for the 2020-2021 school year we've aligned Marlow with the first Monday every month I'll take you into consideration holidays that occur at the beginning of the month and then making adjustments in March as we typically do as well so that is there for your consideration and approval no I don't think so it looks good I didn't either approved school board meeting calendar second a roll call vote message send Christmas I next would be the authorization the superintendent to hire accept higher and accept resignations and also to authorize your Internet to expand the budget those are those are annual authorizations that typically come at the end of the school year but given the current landscape of everything and being able to meet remotely we're recommending that board consider these actions earlier this year knowing that we always come back and advise you of any resignations and he hires and absolutely everything that has to do with the expenditure of the budget it just might help us be able to not have to postpone in the actions and just make sure that we're able to continue the day-to-day operation through the remainder of the school year and through the summer months and that would start when it's approved racks and just carry through things go back to normal we can you can decide whether to pull it back or just to keep it going I need a motion to authorize a superintendent ocean. There is a superintendent to hire and accept resignations and also to extend the budget I II rockhall vote in this mess I appoint a new school district attorney physician attendance officer cetera name type of situation is year-end and so our recommendation is that we maintain the same for all three of those rolls I typically have a cheat sheet in front of value that I share with the board but I don't have a cheat cheat today and I'm sure has it I just didn't pick it up from her before I logged on to the meeting so if you want me to get that just to mention who the attorney position in attendance officer is I'm happy to do that or we can just go ahead and reaffirm the continuing of the district attorney position and attendance officer I make a motion to reaffirm the car positions of district attorney physician and attendance officer MSN next VF assignment board members to sign manifest so what I would recommend instead of being specific as to one or two different individuals just to pass a motion to allow any one of the board members to sign and approve the Manifest in the event that there are circumstances where the two people who might find are unable to this world will have the flexibility of all three being able to make sure that function contingent upon saying that word is that. okay for us to email each other or text each other about like coordinating the who's going to do it thing is that and communicate Outlets Scott facilitate that going to be the point person in case Scott all right so I guess I would make a motion to allow during the center time one board member to sign the Manifest greatest number of friendly amendment to your motion we continue that through the summer in the event that time doesn't end before we get to Summer do you want me to restate my motion or just say as amended July 2nd as amended so we have and we need ocean to reaffirm all the policies yep that is a motion that we do every year and we're just moving it up a little earlier this year because of the situation once again so that we don't over the Overlook matter forget that as we wind down into the summer so that all of the policies as they currently read move forward in that in that current status as you know throughout the year you work really reviewing policies and updating them this is simply a motion to reaffirm all the policies as they currently are in this present time to reaffirm all of us policies as at this current time the other other breakthrough we will think that about covers everything and we will go in a non-public for nomination before you get that roll call when you need a motion and a second and then a roll call but Scott we're going to shut down that other remote viewing site for this yes thank you just one last comment before I run to go do I do have the check manifest my individual hard copies that I keep stashed away in here so I can send those to you but I was outside of the payroll copies but I do have the regular in checked bag alright so you need a motion and a second to go in the non-public then your roll call is it going to non-public according to RSA blah blah blah I don't remember what it is a Vegemite trying to save my paper the roll-call vote going in on Publix Oculus everybody's name that's going in yes please I don't order only the board members vote and then you're inviting everyone else Miss Smith I invite mr. Jerry Frazier and Mister Lazzaro or no back to regular meeting at 4:33 anyone else have any other business today or can we conclude our first remote meeting I have nothing else for you that's not entirely true I just talked to the SIU board chair probably about 15 minutes before this meeting began and there will more than likely be a s a u I'd board meeting on Thursday of this week right around the same time for Moto E4 that notification out with the agenda system installed the boards are hearing but one another are doing and so that it's not just the superintendent in the system superintendent in the business manager say this is what they're doing and other places you'll hear from one another as well just wanted give you that heads-up that that that'll be coming out probably tomorrow I have one just wanted to give you a quick update on the transportation can 5 people show up to the mandatory did meeting one of my twins are very large National company last month we we only received two bits the response from the big National company explaining their name to any new contracts at this time Broncos score of the opportunity we're first image and a small company out of my couch klutz I never say it right the average right now we're going to go back and try and I'll go back and forth with him to try to make everything exactly the way we want and right now it's looking like First Student increase would be between 18 and 20% just left in the 30 we put it it which is good the other companies was between 50 and 60% Worlds Apart on cost major explanation for the increase is the renegotiated Teamster's contract they had given some a really big Financial increases and the new contract in the obviously that's going to carry forward on our costs we're also getting newer buses the tracking the stains on the tire best cameras but honestly those financial impact were much smaller adweek than me to go she ate a contract with the teamsters now we're working with those two companies two kind of iron up some small details and see what we can do for a cost and as soon as I get a more firm commitment on price then I will get that back to you but it's it is looking like if we we will probably end up with her student and the increase is below what we budgeted thank you so just so you're aware one of the eat one of the terms that we're negotiating with the meet with company R R Performance measures that they have to meet and failing to meet these performing measures would come back to The District in in cocktailing if they're unable to meet specific performance measures that was one of our biggest gripes this year is that the performance levels had reached all time low in terms of expectation and soda preventing that from happening because it is the same company that has the lowest build we wanted to provide some types of protections for our district so that we weren't getting the same level of service and paying more without those types of protections so just want you to know that we're not saying okay well here's another eighteen percent just keep going the way you've been going that's certainly not the case there are new equipment new technologies that are being included and performance expectations that if they failed to meet those will result in cost things to districts and the other thing was that two robbers first student The increased cost for the teamsters negotiations is a huge step on their part to hire more qualified because that's really bad in their struggle with a lot of our performance issues has been they've been understaffed and so they're really looking to recruit they've got a new district manager who has been here about six months and he has been extremely transparent and working with Tim and I for both the towns and Keene providing us with numerous performance Improvement plans and I feel like they are really putting their best foot forward to improving any service issues that they have all right is there's no other business will can conclude the meeting at four I am stopping the recording now
